- The National Oceanic and Atmospheric Administration (NOAA), National Ocean Service (NOS), Center for Operational Oceanographic Products and Services (CO-OPS), Field Operations Division (FOD) located in Chesapeake, VA is issuing notice of a labor hour indefinite-delivery, indefinite-quantity type requirement with firm fixed hourly labor rates for support of fifteen real-time water level monitoring systems located in the eastern Great Lakes region including Ogdensburg, NY, Alexandria Bay, NY, Cape Vincent, NY, Oswego, NY, Rochester, NY, Olcott, NY, Ashland Avenue, NY, American Falls, NY, Niagara Intake, NY, Buffalo, NY, Sturgeon Point, NY, Erie, PA, Fairport, OH, Cleveland, OH, and Marblehead, OH. The primary objectives of this requirement are (1) emergency or unscheduled maintenance support and (2) the installation and deployment of systems and sensors to include upgrades. These stations consist of the following systems and sensors: Hardware List : Sutron 9000 DCP, Sutron 8210 DCP, Sutron 8200 DCP, Sutron Xpert DCP, Sutron Xpert Dark DCP, Sutron 9210 DCP, Sutron Satlink, BEI Encoder, Water Log Encoder, KPSI Pressure sensor, ROHN Tower, RM Young Anemometer, RM Young Programmable Translator system, Vaisala Ultrasonic Anemometer, Vaisala Ultrasonic Heated Anemometer and power supplies, Vaisala HMP 243 Relative Humidity and Temperature sensor system, YSI Water Temperature sensor Watlow heat probes and power supplies, Trimble 5700 CORS GPS receiver and antenna, Dell computer system, Command Communications Advanced Data Switching systems, Vertex UHF and VHF radio systems, GOES operations, Teledyne Radio Modems, RDI ADCP, SONTEK ADCP, and NORTEK ADCP Software Supported: Microsoft Office 2000/XP (Professional Edition), ProComm Plus (4.8) - GFE, Internet Explorer, Adobe Acrobat (8.0), WinZip (11.0), PC Anywhere, NGS Leveling (DOS) - GFE, Station Gauge Software (DOS) - GFE, Photo Shop, Sutron Xterm, Sutron 8200/8210 Utilities, RM Young, TS 400 Configuration Software, Satlink Logger Communicator, Xpert OS 2.8., SONTEK- Sonutils4, NORTEK- Accu Pro, Communications and RDI ( Plan ADCP, Tools, Win ADCP, Win SC, BB Talk, Son Util ) Security System: McAfee Virus Scan, and McAfee Net Shield Connectivity to the Internet : ISP provider. The period of performance for the intended labor hour indefinite-delivery, indefinite-quantity type contract is 36 months from the date of award. It is NOAA's intent to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items and FAR part 13, Simplified Acquisition Procedures. This procurement is being issued as a 100% Total Small Business Set-Aside in accordance with FAR 52.219-6. The applicable NAICS is 811219 with a small business size standard of $6.5 million annually. The Request for Quotation (RFQ) will be issued on or about August 5, 2008 with responses due on or about August 19, 2008. The RFQ will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.eps.gov. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FEDBIZOPS for the release of the RFQ, specification, drawings and all subsequent amendments. To be eligible for award, offerors must be registered with the Central Contractor Registration (CCR), www.ccr.gov, and obtain and provide on the offer a DUNS number by calling 1-800-333-0505.
