- This is a combined/synopsis solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation reference number is FA4427-08-Q-0004. Contracting Office intends to solicit and award a firm-fixed price contract, under Federal Acquisition Regulation (FAR) Part 12. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 and Classification System (NAICS) is 334516 and the business size standards is 500. Defense DCN 20080513. The associated Standard Classification (SIC) is 3826. The North American Industry. The Federal Supply Class (FSC) is 6650. Travis AFB intends to award sole source contract to Varian Inc located at 2700 Mitchell Dr, Walnut Creek California 94598-1602. for the purchase of Microscope in accordance with the specifications listed at the bottom of this page. This is sole source to support a Cooperative Research and Development Agreement (CRADA) entered into pursuant to 15 U.S.C.3710a and Air Force Policy Directive 61.3 and Air Force Instruction 61.302 by and between Auburn University and 60th Medical Group, Travis AFB CA. This requirement is pursuant to Section 4202 of the Clinger-Cohen Act of 1996, as implemented by FAR 13.106-1(b)(1). The following provisions or clauses apply to this acquisition. Offerors must comply with all instruction contained in FAR 52.212-1, Instruction to Offers-Commercial. FAR 52.212-2-Evaluation-Items paragraph (a) to this provision is completed as follows-Evaluation Factors: Price and technically acceptable to meet the Government's need. FAR 52.217-5, except when it is determined in accordance with FAR 17.206(b) not to be in the Government's best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). FAR 52.212-4-Contract Terms and Conditions-Commercial Items will be incorporated into any resultant Purchase Order by reference.
