- The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b) (1), with Heitech Services, Inc to provide and format for publication reports documenting work on a significant long-term project. The project involves formatting for publication the reports documenting the investigation of the collapse of World Trade Center 7. This work is part of the federal building and fire safety investigation of the World Trade Center disaster led by NIST. NIST is currently working to complete the investigation and anticipates preparing a summary report on the investigation of WTC 7 and two detailed reports on the investigation, including appendices documenting specific technical topics that were part of the investigation. The drafts of these reports are expected to be completed in the summer of 2008 and ready for formatting at that time. NIST will also need some graphics work for the covers of the reports and the labels on the Compact Disks (CD’s) containing these reports. Sole source determination is based on Heitech’s specific experience since the contractor has worked on prior versions of the remaining reports and is uniquely positioned to complete the remaining tasks within the tight time frame. REVISED: The North American Industrial Classification System (NAICS) code for this acquisition is 518210 Data Processing, Hosting, and Related Services and the size standard is $23M. REVISED: No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received on or before July 31, 2008; 12:00:00 AM Eastern Standard Time. A determination by the Government not to compete the proposal acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
