Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis, services agreement: Preventative Maintenance for fourteen (14) Carl Zeiss Confocal Microscopes: (1) LSM 510 META S/N 210100025, (2) LSM 510 UV w/one microscope S/N 850894, (3) LSM 510 NLO META w/one microscope S/N 851383, (4) LSM 510 VIS/405 META S/N 2102000193, (5) LSM 510 VIS Confocor w/one microscope S/N 850939, (6) LSM 7DuoScan (7) LSM 510 VIS META S/N 2435000182, (8) LSM 510 UV META w/one microscope S/N 851144, (9) Palm 3 Crylas S/N MBC01104, (10) LSM 510 VIS/405 META S/N 2435000116/M (2041914), (11) LSM VIS/405 scan module S/N 2439000124/M (207444), (12) LSM 510 NLO META w/one microscope S/N 851075 (13) LSM 510 META VIS/405 S/N 2435000450, (14) LSM 510 META with Carl Zeiss MicroImaging Inc., One Zeiss Drive, Thornwood, New York, 10594. The supplies and service are commercial herein as defined in FAR Part 12 and this acquisition will be conducted under the simplified acquisition procedures authorized in FAR Part 13. The North American Industry Classification System code is 811219 and the business size standard is $6.5 M. The NCI CCR Confocal Core Facilities have a need for a service contract to maintain their equipment used for confocal analysis of a wide range of biological specimens. As core facilities, we need to provide over 135 users with “state-of-the-art” Confocal imaging for a wide range of applications. We currently has twelve (13) Zeiss Confocal systems that are currently under individual Zeiss service contracts. The NCI wishes to consolidate service contracts into one. Specific Requirements: It is critical to the smooth operation and research of the NCI/CCR that the equipment continues to be calibrated accurately and maintained according to the manufacturer’s specifications. Any deviation from the specifications could jeopardize the use of the aforementioned systems. Therefore it is crucial the systems are properly maintained with compatible parts by factory trained technicians. Contractor Requirements: The Contractor shall provide: 1) one (1) preventive maintenance inspection; 2) unlimited emergency repair within seventy-two (72) hours of first call; 3) furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government; and 4) provide free software upgrades. Contractor personnel shall have a minimum of two (2) years specialized factory training within the last five (5) years in order to perform service to these instruments. Contractor shall provide current software updates to the operating system and shall provide Carl Zeiss parts and accessories if required during service. These Zeiss confocal instruments are manufactured by Carl Zeiss, Inc. They require professional maintenance including scheduled service visits and periodic part replacement. Continuous service requires a renewable service contract. Carl Zeiss is the only reliable firm that is capable of repairing and maintaining these state-of-the art Zeiss confocal models and especially of the Meta detector and the NLO (non-linear optics). The internal components and mechanisms of this instrument are proprietary and Carl Zeiss Inc is the only known source capable of fulfilling the service contract on these instruments. First, Zeiss service engineers have the highest qualification for repairing the Zeiss confocal microscopes. They are specially trained in Germany on the latest models of the instrument. Second, Carl Zeiss holds multiple patents on this instrument and it is a sole source of most of the replacement parts. Third, the parts of the confocal instrument require special handling and this handling needs approval of Carl Zeiss to get the warranty replacements. Fourth, we are constantly upgrading this confocal system with newest versions of the software and hardware. Period of Performance: One year from date of award with 4 one (1) year options. Only one (1) award will be made. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Capability statements must be received in the contracting office by 11:00 AM ET, on August 07, 2008. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA).
