Description
The National Cancer Institute (NCI), plans to procure on a sole source basis, a Bibliometric Mapping Study of Transdisciplinary Tobacco Use Research Centers (TTURC) Productivity with Indiana University; Carmichael Center L-03; 530 East Kirkwood Ave; Bloomington, Indiana 47408. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 541712 the business size standard is 500 employees. The period of performance for this procurement is six (6) months from date of award. The objective of this project is a part of the on-going evaluation of the TTURC initiative. The goals of this project are to a) evaluate the research outcomes and impact of TTURC publications longitudinally; b) explore new and innovative methods (i.e., science mapping) in evaluating large inter/trans-disciplinary initiatives. The contractor shall perform data analysis and visualization using The Network Workbench CI (NWB) online at http://nwb.slis.indiana.edu and custom code to generate a cross-NIH funded tobacco research publication map and the overlay of TTURC vs. R01 publications on the global map for the years 1995 to 2008. The contractor shall submit intermediate results for feedback and for the interpretation of emergent patterns, trends and outliers as produced from the product (i.e., the map). The contractor shall provide these results in electronic form. Indiana University employs an informatics professor and a senior software developer who are uniquely qualified to carry out this effort. The professor is one of the leading informaticians in the nation using maps to understand the structure of science. She is an expert in studying the structure and evolution of scientific disciplines, and the study of large scale scientific collaborations through mapping science techniques and visualization. T he senior software programmer employed by Indiana University works closely with the informatics professor on various science mapping projects utilizing visualization techniques and other advanced math algorithms in large scale data analyses. He has been working in the Cyberinfrastructure for Network Science Center for two years and is an expert in data analysis, mining and visualization. Additionally, he is very familiar with the Network Workbench https://nwb.slis.indiana.edu/community and other tools to be used in this study. This project is large in terms of the amount of data involved (i.e., cross-NIH tobacco research data involved) and complex in terms of analytical techniques needed. Given the scope and complexity of this project, the expertise of this vendor is required to complete this project. This experience and expertise is not readily available within the research community. The contractor’s unique qualifications to perform these tasks are in a cost-efficient and timely manner. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on August 12, 2008. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
