Description

The Naval Warfare Center Aircraft Division Lakehurst intends to solicit the purchase of Electronic Technical Data Manuals on a sole source basis from the Bell Boeing Joint Program Office. The manuals will include Data Bus Adapter Cable Set, P/N 3866AS100-1; MV-22B Interface Adapter Cable Set, P/N 369HN1001; O2N2 Air Compressor, P/N V-22-000500; In-Tank Plumbing Module Work Stand, P/N 3643AS100-1; In-Tank Plumbing Module Lifting Tool, P/N 3644AS100-2. The manuals will be included in the Integrated Electronic Technical Manual data base (IETM) for the V-22 and associated Peculiar Support Equipment (PSE). Anticipated delivery date is December 2010. The Government intends to proceed under the authority of 10 USC 2304(c)(1) as implemented by the Federal Acquisition Regulation Section 60.302-1. As designer, developer, and original equipment manufacturer for the V-22 aircraft and associated SE equipment, Bell-Boeing JPO is the only source that possesses the required proprietary rights and nondisclosure agreements necessary for creation of the Database for the Electronic Manuals. As the OEM, Bell Boeing (JPO) is the only firm that possesses the detailed technical knowledge necessary to meet the needs of the Government. However, the Government will consider all responses received within 15 days after the publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government.
