- The purpose of this announcement is to give notice that the National Park Service contemplates releasing a solicitation numbered N8294080011 on or about August 11, 2008. This notice meets the requirements of FAR 5.201. The NPS reserves the right not to release a solicitation. This is a firm fixed priced contract. The existing water supply, storage tanks, and distribution system shall remain in service until the new and rehabilitated water system improvements, including electrical and control system components, are substantially complete, disinfected (potable water components), tested, and accepted. Ground-supported, glass-fused potable water storage tank (reservoir) including associated plumbing and water level controls. Water pipeline, valves, and appurtenances. Installation of deep-well submersible pump assemblies, discharge piping, electrical cables and low water level protection system.Water treatment facilities (Chlorine). Well rehabilitation: well sanitary seal installation around existing steel well casing.Expansion of existing photovoltaic system and new propane powered backup generator. Electrical and control systems for new and existing system components. This is a total set aside for HUB Zone procurement. OBTAINING A SOLICITATION: Solicitation plans and specifications will be made available for viewing and/or downloading on the Federal Business Opportunities (FedBizOpps) website on or about August 11, 2008. Solicitation documents will not be issued on compact disc (CD) unless the Government determines that it is necessary. Traditional hard copies of plans and specifications will NOT be available for this project. The North American Industry Classification System (NAICS) code is 237110 and the annual size standard is $31.0 million. The estimated construction magnitude is between $500,000 and $1,000,000. REGISTRATIONS: Offerors must have and/or maintain an active registration with the Central Contractor Registration (CCR) website to be eligible for a Government contract award. In order to receive any contract award, a vendor must be registered in the Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA). PROJECT LOCATION: Haleakala National Park on the island of Maui, Kipahulu District. The intent of this contract is to provide for the complete project described in the contract. Unless otherwise provided, the Contractor shall furnish all labor, materials, equipment, tools, transportation, and supplies and perform all work required to complete the project. A Firm-Fixed Price Contract will be awarded to the responsible Offeror who submits the RFP considered most advantageous to the Government considering price and other factors. The best value determination will be made on the basis of (1) quality and (2) price, as defined within the RFP. Best value, as defined under FAR 2.101, means the expected outcome of an acquisition that, in the government's estimation, provides the greatest overall benefit in response to the requirement.The RFP will be uploaded to this site around August 11, 2008 with offers due 30 days later. Anticipated award date is September 15, 2008.
