Description

The National Institute of Standards and Technology (NIST) intends to procure, using simplified acquisition procedures, a sole source basis under the authority of FAR 6.301-1(a.)(2), The University of Minnesota, Saint Paul, MN. 55108. The University of Minnesota has the unique capabilities to develop an Input/Output (I/O)-based LCI data protocol for application to specific building types. The University of Minnesota has the proprietary knowledge and capability to provide this service. A solicitation package will not be issued. This notice of intent is not a request for competitive quotations; however, the government will consider other responses received by August 7, 2008. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely for the purpose of determining whether to conduct a competitive procurement.
