- Under the Authority of Federal Acquisitions Regulation, Part 6 Subparts 6.301 and 6.302, the U.S. Census Bureau's Administrative Management Systems Division (AMSD) intends to contract with Gradkell Systems, Inc. (GSI). GSI is a Small Business located at 4910 University Sq Ste2, Huntsville, AL, 35816. The Census Bureau utilizes Gradkell proprietary software to electronically sign travel documents. The Travel Management Information System Plus (TMIS+), which is part of the Commerce Business Systems (CBS) utilizes Gradkell proprietary software to authenticate users with two-level authentication, and ensure that the traveler is certifying their travel. This software has been in use by the Census Bureau since 1997. The anticipated period of performance will be from September 2008 through September 2010. Travel Management Information System Plus (TMIS+) is a mature software application used by over 5,000 travelers at the Census Bureau. TMIS+ provides users the ability to electronically create, process, and track all travel related documents (authorizations, advances and certifications. Electronic Signature (ESIG) technology makes TMIS+ a paperless travel system and eliminates much of the work a traveler must do before and after the trip. The traveler enters estimated costs for this trip including transportation, lodging, per-diem, travel advances, and other travel expenses. An approving officer then approves the information entered, which exists as records in the Oracle Database Management System, by placing an electronic signature on the data. Upon return from travel, the traveler enters in the actual expenses for the trip and electronically signs the on-line travel voucher. The traveler then awaits reimbursement from the financial office. The financial officers verify the signatures on the documents and audit the data entered before preparing the disbursements to the traveler.
