- DEPARTMENT OF VETERANS AFFAIRS (VA) DESIRES TO LEASE SPACE. The Department of Veterans Affairs desires to lease office space of approximately 6,500 ANSI/BOMA Office Area square feet to a maximum of 7,500 ANSI/BOMA Office Area square feet. Delineated area 5 mile radius of the NJ Transit Rail Station located at Secaucus Junction (NJ Turnpike exit 15X). Access to major highways is required. ANSI/BOMA Office Area square feet do not include such areas as stairs, elevators, mechanical, and utility rooms, ducts, shafts, vestibules and public corridors, and public toilets required by local code. The Government will pay no more than the appraised fair market rental value for space. DISCLAIMER. This advertisement is not a solicitation for offers, nor is it a request for proposals. A solicitation for offers may be issued by the Department of Veterans Affairs at a later date. This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a solicitation. All information received in response to this RFI marked as proprietary, will be handled accordingly. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. Respondents are advised that the VA assumes no responsibility to award a Lease based upon responses to this advertisement.The Government intends to award a lease with a ten (10) year term with termination rights after the first five (5) years. The space must be on no more than one floor. On-site parking for 30 to 40 vehicles is required. The lease shall be fully serviced to include all utilities, maintenance, and services. The space shall include finished demising walls with utility and IT connections in the space. Tenant improvements shall be provided by the Lessor. Buildings offered for consideration must be of sound and substantial construction of the type generally recognized as contemporary with the ability to demonstrate meeting all current Federal, GSA, State, and Local codes and regulations including, but not limited to fire and life safety, accessibility and OSHA. Subleases are not eligible for consideration, unless the building's owner has agreed to execute a prime lease with the Government if a lease award is made. Expressions of interest must be submitted in writing no later than August 8, 2008 and shall include the following information: 1. Building name, address, and the location of space in the building. 2. ANSI/BOMA defined Office Area Square Feet 3. Rentable Square Feet Offered and Rental Rate per Square Foot (Specifying services, utilities, and any tenant improvement allowance included) 4. Name, address, telephone number, and email address of the individual to be contacted. Submission by other than the owner or manager of a property must be accompanied by a letter from the ownership granting permission to make a general offering of space. In instances where the Offeror is representing more than one property, the Offeror shall participate in negotiations on behalf of only one owner. A lease resulting from a future solicitation will be evaluated on price and non-price related factors including location, parking, and access to public transportation, hotels, and restaurants.
