- This is not a request for quotations or proposals. The Department of Homeland Security (DHS), Immigragtion & Customs Enforcement (ICE), intend to negotiate and award a purchase order to Meggitt Training Systems, Inc (MTSI), to upgrade the current Caswell range target equipment to a Caswell Rangemaster 10K. The objective of this project is to ensure safe operating conditions for Law Enforcment Personnel during training and certification activities. MTSI will supply and install two Rangemaster 10,000 target control systems as the existing two twelve lane ranges in Alexandria, VA. The following items will be included for each range: 1) New base station computer with touch screen monitor, keyboard and software for the RM10K systems to operate the existing CBN target systems; 2) Remote Tablet module to allow the operation and programming of the down range targets while down range; 3) On-site labor to make the switch over and to train the staff in the operation and use of the new equipment; 4) A set of operation and maintenance manuals for the new equipment. No other company can install the RangeMaster 10K into an existing RangeMaster system. To have another company install a wireless system would require the complete replacement of the range control system vs the upgrade. The NAICS code for this requirement is 541512. The Statutory authority permitting other than full and open competition is 8.405-6 (b), as implemented by Federal Acquisition Regulation (Limited Source Justification and Approval). The Period of Performance is September 15, 2008 - September 19, 2008. If your company believes it is capable of fulfilling this requirement, statements of capability shall be submitted in writing to include company name, address, point of contact, telephone number, e-mail address, facsimile number, and business size (indicating whether your company is a large or small buisness for the purpose of the assigned NAICS code). Written responses must not exceed three (3) pages and must be received no later than 11:00 AM EDT on August 6, 2008, to email address: elaine.foster@dhs.gov. Evidence submitted should clearly demonstrate the vendor's ability to provide the requisite services and the price for doing so. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a comeptitive basis. No solicitation document exists and requests for such will not be considered. As a result of analyzing the responses to this synopsis of intent, the Contracting Officer may determine that a solicitation will be issued, but no additional synopsis will be published. Any such solicitation will be issued to the intended vendor and all firms that respond to this synopsis of intent and demonstrate their technical capability to provide the required services.
