- The US Geological Survey intends to negotiate on a sole source basis with Boaz Consultancy, Korte Leidsedwarsstraat 105, Amsterdam, Netherlands to provide programming services for Enhancements to the PQLX System. The proposed action is for services for which the Government believes that there is only one responsible source and no other vendor will satisfy the agency's requirement. The following Justification for Other than Full and Open Competition has been prepared in support of this acquisition: The U.S. Geological Survey, National Earthquake Information Center (NEIC) Geological Hazards team, Central Region, requests award of a non-competitive procurement to Boaz Consultancy to continue development and maintenance of the PQLX software system. The PQLX software system is installed and operational at two USGS seismic facilities (NEIC and Albuquerque Seismological Laboratory (ASL)) for routine daily monitoring and QC of real-time seismic data. In addition, the PQLX system is being used for long-term maintenance and monitoring of seismic station meta-data for the Global Seismograph Network (GSN) and the Advanced National Seismic Network (ANSS). The PQLX system requires continued maintenance as new data types are encountered from contributed networks and as unknown compression formats are encountered in older data. Also, continued development in reporting system results to potential users is required. The proposed contractor, Richard Boaz of Boaz Consultancy, offers unique qualifications in the following areas that are considered essential to the requirement. Richard Boaz was hired as a contractor to develop the USGS PDF algorithm into an operational class program to run on the BUD system at the IRIS DMC and for the ANSS NEIC in Golden. In addition in the PDF phase 3 contract the PDF system was fully integrated with the PQL data viewing software system and mySQL database. Since Richard Boaz coded all phases of the system at the ANSS NEIC, he would be the obvious choice for further development of the PQLX system. Firms who feel that they can furnish the required services described above are encouraged to identify themselves and give written notification to the Contracting Officer. Those firms believing they can provide similar services must provide supporting evidence that they can furnish the services identified above in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive quotes. The Government will consider all responses received within 10 days of the date of publication of this notice. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Inquiries will only be accepted by e-mail at ldhayes@usgs.gov.
