- The Naval Air Systems Command (NAVAIR) has a requirement for engineering and technical support for the Digital Flight Control System (DFCS) for the EA-6B aircraft and intends to negotiate on a sole-source basis with Northrop Grumman Technical Services, Inc. (NGTS), 2411 Dulles Corner Park, #500, Herndon, VA 20171-1343, a wholly-owned subsidiary of Northrop Grumman Systems Corporation (NGC). The applicable NAICS Code is 541330, Engineering Services. The U.S. Navy is the prime integrator for the DFCS for the EA-6B aircraft. NGC is the designer, developer, and manufacturer of the EA-6B and has been an essential part of the DFCS development and integration team. Continued technical support from NGC is required to assist the Navy in addressing issues that arise during initial fleet installation and use of the DFCS in the EA-6B. Required tasks include engineering analysis and investigations relating to design, operation, and maintenance of the EA-6B Digital Flight Control System (DFCS) and Improved Capability (ICAP) products for the EA-6B; conducting demonstrations pertaining to the engineering aspects of the EA-6B; supporting ground and flight test operations; and designing, manufacturing, and assembling prototypes to support EA-6B engineering investigations and demonstrations. As the designer, developer, and manufacturer of the EA-6B aircraft, NGC is the only known firm possessing the technical expertise, technical knowledge, and technical data for the EA-6B airframe and its instrumentation that can provide the required support in a timely manner. It is anticipated that a Task Order containing one cost-type CLIN will be awarded under Basic Ordering Agreement (BOA) N00019-08-G-0008. The term of the Task Order is expected to be approximately twelve months. The Government reserves the right to process the procurement on a sole source basis based upon the responses received. Note 22 applies.
