Description
This proposed requirement will be advertised as Full and Open Competition (All Business Sizes). The NAICS code is 332312. This synopsis is not a request for bid, but a notice that a solicitation will be issued. SOLICITATION DOCUMENTS WILL BE AVAILABLE ON THE FEDTEDS WEBSITE (www.fedteds.gov). The solicitation will be issued on or about 1 August 2008. This is a fixed-price supply with install acquisition. Site visit is scheduled for 20 August 2008. See Section L in the solicitation; FAR clause 52.237-1 Site Visit for further information. This project is to construct temporary spillway weir (TSW) for Little Goose Lock and Dam. A TSW is a fabricated structural steel component which will be installed within the dam spillway. The TSW structure will extend across the 50-foot width of the spillbay. The TSW is intended to fit interchangeably into the spillway operating (downstream) gate slots. The TSWs are steel assemblies inserted vertically into the existing spillway gate slots, forming a shaped weir for water to flow over the top, passing to the tailrace below the dam. A matching Spillway Gate will be fabricated for each TSW to allow for closing of the spillway. In operation, the TSW configurations will allow surface flow to spill over the top of the weir for fish passage. The work includes, but is not limited to: Structural steel fabrication up to approximately 669 thousand lbs; Site installation and fit up; Minor modifications and rehab to existing gate slots; Fabrication of handrail; Painting of the TSW. The TSW will be installed at Little Goose Lock and Dam located at 1001 Little Goose Dam Road, Dayton, WA 99328. Details: Work is to fabricate, paint, deliver and install the following: 1 lifting beam, 1 TSW crest assembly, 1 closure gate, 1 type 2 stoplog. and 4 optional type 1 stoplogs, All items are to be made of structural steel. The lifting beam will look like a spreader bar and will be made of 2 W14x22 and will be 5 feet 10 inch long each one connected on opposite ends of the spreader bar which will be made from C8x11.5. The TSW crest assembly will be 52 feet 10 inches long by 27feet 8 inches high. This structure will have an opening at the top approx. 18 feet x 49 feet with a weir at the bottom for water to flow over. The closure gate fits inside of the opening of the TSW crest assembly. It is 47feet long x 22feet tall and 2feet 11inches wide. The gate will have steel skin plates on each side, one side will have a 1feet thick plate and the other side will be covered with a 1/2inches thick plate. The type 2 stoplog will be 52 feet 9 1/2inches long by 4feet 9inches tall and 3feet 9 7/8 inches wide. The optional type 1 stoplogs will be 52feet 9 1/2inches long by 8feet 9inches tall and 3feet 9 7/8inches wide. Contractor shall furnish and deliver and install the TSW no later than 7 March 2008. Optional work shall be completed with 180 calendar days after the option is exercised. All inquiries regarding this solicitation are to be submitted via Bidder Inquiry. In order for contractors to conduct business with the Department of Defense, the contractor must provide registration information to the Central Contractor Registration (CCR). All Offerors must be CCR (Central Contract Registered) prior to receiving an award. Registration instructions may be obtained, and online registration may be accomplished, at www.ccr.gov http://www.ccr.gov. By submission of a quote, a vendor acknowledges the requirement to be registered in the CCR database prior to award; during performance; and through final payment of any contract resulting from the solicitation. Prior to quoting, it is preferred that vendors complete the Online the Representations and Certifications (ORCA). To do so requires CCR registration, including an MPIN number.
