- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12 as supplemented with additional information included in this notice. This solicitation is issued as a Request for Proposal (RFP). The applicable NAICS code is 541611. The General Services Administration (GSA), Public Buildings Service (PBS), Contracting and Facilities Division (PGE), is requesting services to Develop Training and Outreach Program for Site Security Design. This contract will be for the purpose of supporting the General Services Administration’s ongoing efforts to provide the American people and tenant agencies with safe and secure workplaces. The contractor shall provide the following services as outlined in the attached Statement of Work (SOW): Task 1 – Establish Training Agenda and Strategy; Task II – Develop Outreach Materials; Task III – Develop Training Courses and Materials; Task IV – Conduct Pilot Training Efforts. Please see the attached Statement of Work for further specifications. The period of performance for this requirement will be one (1) year from the award date. The resulting contract shall be awarded as a firm fixed price. The award shall be made on a best value basis. Best value evaluation factors include the following: 1) Technical, 2) Price, and 3) Past Performance. When combined, technical is more important than price. The following FAR provisions are hereby applicable and incorporated by reference: 1) FAR 52.212-1, Instructions to Offerors – Commercial Items; 2) FAR 5212-2, Evaluation Commercial Items; 3) 52.212-3, Offeror Representations and Certifications – Commercial Items; 4) FAR 52-212-4, Contract Terms and Conditions – Commercial Items. The provisions and clauses may be downloaded at http://www.arnet.gov/far. All questions must be submitted on or before 12:00 p.m., Wednesday, August 13, 2008 to demetria.brown@gsa.gov (questions will be answered after this date). All offerors must be registered in the Central Contractor Registration (CCR) before being considered for award. Information concerning CCR requirements may be viewed via the internet at www.ccr.gov. Offerors must submit proposals (technical separate from price) to Ms. Demetria C. Brown by email at demetria.brown@gsa.gov (No fax copies accepted) on or before 12:00 p.m., Monday, September 8, 2008.
