- The purpose of this contract is to secure the services of highly-skilled independent evaluators to conduct mid-term and final evaluation of OCFT-funded international child labor technical cooperation projects. The Offeror will be required to provide a continuum of services from the initiation of the evaluations to the production of final reports for distribution. The contractor will provide highly skilled, independent evaluators to conduct project evaluations to: a) determine if projects are achieving their stated objectives and explain why or why not, b) identify areas of good practices and where project implementation can be improved; c) assess the impact of the projects in term of sustained improvements achieved, d) provide recommendations on how to improve project performance, and e) identify lessons learned to inform future projects. The findings of the evaluations should assist OCFT in its efforts to improve project oversight and take corrective measures as necessary. The evaluation services to be performed under this contract shall include the following: a.Recruit Evaluator and in-country evaluation and/or support personnel, as needed. Resumes of a minimum of 3 evaluator candidates should be sent to OCFT for review and writing samples and references should be checked. b.Arrange for a pre-evaluation briefing of evaluator by OCFT project managers. c.Consult with OCFT and project staff to determine most appropriate methodology to be used to answer the evaluation research questions and present findings, conclusions, and recommendations. d.Finalize evaluation Terms of Reference (TOR), after discussions with OCFT and project staff and evaluator. A standard TOR will include questions relating to project design and implementation, partnership and coordination, management and budget, project sustainability, lessons learned, and good practices. e.Jointly develop evaluation itinerary with evaluator, project staff, and OCFT. The itinerary will be subject to final approval by OCFT prior to commencement of fieldwork. f.Perform all necessary logistical tasks for the evaluation, including travel arrangements, and, as necessary, recruit and sub-contract with in-country support (translator, driver, etc.). g.Conduct the evaluation, including a stakeholders meeting at the end of the field research, where the evaluator will present his/her preliminary findings, conclusions, and recommendations and seek stakeholder input. h.Write evaluation report addressing research questions included in the Terms of Reference and including findings, conclusions, and recommendations. i.Distribute draft report to grantee, OCFT, and key stakeholders, for review and comment. j.Finalizing evaluation report, incorporating comments received from grantees, OCFT, and key stakeholders. Individual Task Orders to be issued under this contract will contain additional detailed information relating to the projects to be evaluated and other deliverables, such as a summary report, that might be required. The Contractor(s) will provide all logistical and administrative support for its/their staff and sub-contractors, including travel arrangements (e.g., plane and hotel reservations, purchasing plane tickets, providing per diem), all materials (e.g., access to computers, telecommunications, office supplies) and services (e.g. local translators, translation of draft reports if they are written in a language other than English) needed to provide all deliverables. The Contractor(s) will also be responsible for providing the management and technical oversight necessary to ensure consistency of methods and technical standards. ILAB/OCFT will provide information on each project’s geographical target areas to allow for more sound evaluation methodology. Most projects have funds allocated for external evaluations in their budgets. In such cases, project funds should be used for costs associated with the evaluator’s in-country transportation (including vehicle, gasoline, and driver costs), translation of the evaluation report from English to the local language for dissemination to key stakeholders, and stakeholder’s meeting expenses (included participant support costs, local transportation, and translation) as budgets permit. When projects do not have funds allocated for external evaluations, or have limited funds, the Contractor(s) will assume the costs that cannot be covered by the project. DELIVERABLES The Contractor will be provided with a Schedule of Deliverables and other additional instructions as needed for each individual Task Order to be issued under this contract. The deliverables will normally include an initial workplan, a quality control plan, individual TORs and itineraries for each project evaluation, a draft evaluation report in a format prescribed by OCFT, and a final evaluation report, to be approved by OCFT prior to final payment. Task Orders may also require a summary report.
