Description
The National Cancer Institute (NCI) plans to procure on a sole source basis, Disseminating Tobacco Control Research with the International Union Against Cancer (UICC); Route de Frontenex 62; 1207 Geneva, Switzerland. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 813212 the business size standard is 6.5 M employees. The purpose of this research is to provide support to GLOBALink’s provision of the Medical Journal Update and the News and Information Monitoring Initiative to its members. GLOBALink is the largest and most widely-used electronic network of international tobacco control researchers, public health practitioners, tobacco and cancer control organizations and others. The International Union Against Cancer (UICC) has managed GLOBALink since its inception 15 years ago. Among the services that GLOBALink provides to members are: a twice-weekly Medical Journal Update which provides on-line access to highlights from the tobacco control literature, including scientific reports and peer-reviewed publications; and the GLOBALink News and Information Monitoring Initiative which provides twice-weekly news related to tobacco control research and public health practice. These services, provided free to users, are a critical means to disseminate tobacco control research findings. The period of performance for this procurement is September 20, 2008 through September 19, 2009. The International Union against Cancer (UICC) shall prepare a twice-weekly summary of tobacco control research findings (Medical Journal Update), taken from the peer-reviewed literature, reports by governmental, medical or other appropriate groups, and others sources. UICC will provide this service free of charge to GLOBALink members via the internet in English. Additionally, the contractor shall prepare a summary of important news relevant to tobacco control and prevention researchers and public health practitioners (News and Information Monitoring Initiative), on a bi-weekly basis. The contractor will provide this free of charge to GLOBALink members in 5 languages. UICC’s GLOBALink is a unique international electronic network for disseminating tobacco control and prevention research and related news to researchers and public health practitioners around the world. There is no other comparable source known to the NCI that can complete this research, therefore the International Union against Cancer is the only source that will satisfy the requirement. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on August 14, 2008. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to Melissa Marino: marinome@mail.nih.gov. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
