- ***The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with GE Reuter Stokes of Twinsburg, OH, for the purchase of an array of linear position sensitive neutron proportional counters with software and electronics. ***Sole Source determination is based on the following: Due to GE Reuter being the only company capable of providing the detector that meets NIST minimum requirements (listed below), as well as the software and electronics for the detector. GE Reuter Stokes, is the sole manufacturer and distributor of the required detector. Minimum Requirements: •3 He counting gas/CO2 quench gas •Stainless steel body •Maximum tube diameter: 8 mm •Tube active length: 1 m •Event Resolution: <4mm along tube length •~90% detection efficiency for 4.0 Ǻ (0.005 eV) neutrons •Mechanical support structure for 8+ linear position sensitive tubes •Provision for in-vacuo operation of electronics •Software to support data handling from the position encoding electronics * Software package must include documentation and source code ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 5 months after receipt of order.*** ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees.*** ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by August 14, 2008.*** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
