- The United States Special Operations Command (USSOCOM), Directorate of Procurement, in accordance with 10 U.S.C. 2304(c)(1), Federal Acquisition Regulation (FAR) 6.302-1, intends to award a small business, sole source, contract to Total Immersion Software, INC (TIS) for continuation of work currently in progress under a DARPA research and development effort to provide computer based, desktop training capability for the Seal Delivery Vehicle (SDV), Electro-Optical Infra-Red (IR) Sensor Operator, Remote Weapons Systems and Airborne Signals Intelligence and Electronic Warfare. TIS is determined to be the only responsible source and no other supplies or services will satisfy the agency requirements. As the software developer under the DARPA contract for the past 30 months, TIS has unique knowledge of and access to the software baseline source code for RealWorld. This software is the basis of the initial work completed and is required for continued development of the SOF specific modules. TIS is contracted to complete data collection and an evolutionary development plan for the SDV and Sensor Operator station, complete phase I for the Sensor operator station, and complete selected requirements of phase I for the SDV. These tasks include; Developing the basic vehicle and cockpit environment and interface, functional cockpit displays and vehicle controls for the SDV trainer and; Demonstrating a realistic virtual replication of a IR Sensor Operator Station, including functional displays and interfaces, a multiple terrain database training area that includes virtual structures, vehicles and other objects; a mission editor, automated pilot system, instructor to operator console and voice over internet protocol communications system. Based on three dimensional models and technology demonstrations, development of these capabilities is completed or well under way. The basic Period of Performance for this continuation effort shall not exceed 18 months from date of contract award and all options will be complete 30 months after contract award. The terms of the contract require that the software delivered will not require proprietary tools for manipulation and will be government owned and royalty free to prevent future restrictions in modifications, updates and changes as needed by the government. The contractor shall continue development of the SDV capability to provide basic navigation and maneuvering, ballast and trim functions, Obstacle Avoidance Sonar (OAS), bathymetry databases, power and signal distribution functions, pilot and copilot interaction, an instructor to operator station, dynamic object insertion, system failures, intercom, environmental effects, improved OAS, video and data recording, integration of the command-common database and integration into the command mission planning system. The continued maturation of the IR Sensor Operator Station shall provide realistic IR modeling, use of the command-common database, increased targets, fire control officer coordination, extensive 3D views and after action playback, advanced mission editing capability and full integration of an Electronic Warfare Officer (EWO) crew station for use as a stand alone trainer or linked to the IR Sensor Operator trainer as needed. Optional deliverables include IR Sensor Operator station modernization and concurrency; SDV full ship to shore transition, docking and dry docking operations, actual mission playback from telemetry, full environmental effects, A Remote Weapons System and Airborne Signals Intelligence and Electronic Warfare Station. The contract will include appropriate software documentation, to include but not limited to the Software Requirements Specification (SRS), Software Test Reports, Software user manuals, and the version description document including source and executable code.
