Description
The United States Coast Guard intends to award a sole-source contract to Northrop Grumman Corporation Sperry Marine, 1070 Seminole Trail, Charlottesville, VA 22901, to purchase four BridgeMaster E RADAR Systems and two Antenna Arrays same configuration being installed on the 87 foot USCG Coastal Patrol Boats including all hardware, software, technical manuals, shipping, and delivery for use at the Electronics Technician Training Center Petaluma California to support the training program for the 87 Foot Class Coastal Patrol Boat fleet. The North American Industry Classification Standard (NAICS) is 334511 and the small business size standard is 750 employees. Specifications, plans or drawings relating to this procurement are not available and cannot be provided by the Government. This information is proprietary to Northrop Grumman Corporation Sperry Marine and the BridgeMaster E RADAR Systems and Antenna Arrays are available only through Northrop Grumman Corporation Sperry Marine. These parts are necessary for compatibility with the existing navigation system and will serve as a training platform for electronics technician navigation system Preventive and Corrective Maintenance for a Cutter Radar System. Four RADAR units and two RADAR antenna arrays to support the training will be purchased. The BridgeMaster E RADAR Systems and Antenna Arrays shall consist of the following quantities and parts: Item (1) 2 Each 6 ft antennas part number 65606/A; Item (2) 2 Each Aloft 25 KW Turning Units with Performance Monitors part number 65825WAR; Item (3) 2 Each 67 Meter X Band Radar Installation Kits part number 119/MIK/67; Item (4) 2 Each 2X4 Way Interswitch Units part number 65842A; Item (5) 2 Each Interswitch Cable Installation Kits part number 114/MIK; Item (6) 2 Each ARPA 252 BridgeMaster E Processor (DESKTOP format) with color 250 flat panel display, operator control module (trackball, memory card, power switch, brilliance control), serial interface unit, manuals and with AIS option monitor part number 65817C, processor part number 65800ZARR, Serial Interface Unit part number 65847A; and Item (7) 2 Each ARPA 252 BridgeMaster E Processor (KIT format) with color 250 flat panel display, operator control module (trackball, memory card, power switch, brilliance control), serial interface unit, manuals and with AIS option, monitor part number 65817G, processor part number 65800ZARR, Serial Interface Unit part number 65847A. No substitutes shall be considered. Offerors who can furnish the identical Bridgemaster-E Radar and Bridgemaster-E Radar Antenna array systems for the 87 foot class of USCG vessels listed above may submit, in writing, a proposal substantiated by technical data, brochures, pictures, etc., to include pricing data. All responses must be received within 45 calendar days of this notice, addressed to United States Coast Guard (USCG), Contracting Officer, USCG Coastal Patrol Boat Project Resident Office, P.O. Box 558, 8365 Highway 308, Building 25, Lockport, LA 70374-0558. There is no solicitation available at this time. All responses submitting the required information will be fully considered. As a result of analyzing responses to the synopsis of intent, the Contracting Officer may determine that the action may be competed. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. This synopsis is issued pursuant to FAR 6.302-1. HSAR 3052.209-70 Prohibition on contracts with corporate expatriates. (June 2006), Copies of HSAR clauses may be obtained electronically at http://www.dhs.gov. See Numbered Note 22. Award shall be made by the close of business on 9/22/08 or when funding is available.
