- The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT), intends to procure on a sole-source basis for LANrev Automated Client Management for Mac and Windows Computers with LANrev LP, 4287 Beltline Road, Addison, TX 75001. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.501. The North American Industry Classification System Code is 511210 and the business size standard is $25M. For the past ten years, NCI has used Novell's ZENworks for Desktops application to manage and perform application deployment and inventory and asset management functions to Microsoft Windows desktop computers. In addition, the Microsoft Windows Server Update Services (WSUS) application has been used to patch management for Microsoft applications on NCI desktops. In a recent NCI audit conducted by the HHS Office of the Inspector General (OIG), a major finding was presented indicating that use of these products did not result in effective centralized patch management. Since the audit results were published, the NCI has been mandated to implement the Federal Desktop Core Configuration (FDCC) program. A key component of the FDCC effort is the limitation of end-user administration rights and the ability of users to install software and software changes including patches and updates. The currently used ZENworks package can no longer be used since it requires end-user administrative action to download and install updates and patches from a central software repository. Additionally, the currently used products do not provide any capability to provide management, control, and security to Apple Macintosh computers. Not providing tightly controlled and secure updates and patches to the Mac desktops is a potential vulnerability to the NCI networks and thereby other, non Mac, devices. LANrev is a commercial off-the-shelf software product that will provide centralized application deployment, patch management, and asset management for all of NCI This package will satisfy the deficiencies identified by the OIG; specifically effective centralized patch management. Additionally, it will resolve the issues associated with our existing application deployment process and the removal of administrative rights from the local workstations. LANrev is the only known software provider that provides multi-platform software distribution, license management, patch management, remote management, asset inventory, TheftTrack, and role-based administration for both the Microsoft Windows and Apple Macintosh platforms. Its ability to support Macintosh desktops is critical to NCI's management of its software and hardware resources. LANrev is the sole provider of LANrev Site Licenses and Site License Maintenance. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 PM EST on August 11, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
