Description
The American Embassy Manila, Philippines intends to standardize on Whirlpool appliances in order to carry out its mission. This is in the best interests of the U.S. Government as there is a continuing need to repair and replace vehicles. It is more cost effective to maintain one brand of vehicles for the following reasons: 1. An on-going requirement to provide household appliances for Government owned and leased properties. There is a continuing need to replace and/or repair appliances which are unserviceable or uneconomical to maintain and operate. 2. The embassy has standardized on Whirlpool for major household appliances except water heaters since 1990 and recommends the continuation of this standardization. 3. The practicality that standardization provides for cannibalization and interchangeability of parts between the same make of appliance alleviates disruption to post operations. 4. Maintenance procedures will be improved and training costs reduced by standardizing on only Whirlpool appliances. It is not practical for Manila to hire and train maintenance personnel capable of maintaining to any degree of acceptance several makes of household appliances. 5. Potential for mechanical breakdowns will be minimized and long delays avoided affecting repairs if we can continue to utilize or $43,228.73 worth of Whirlpool spare parts. Regularly scheduled preventive maintenance will be possible if the current stock of spare parts is maintained, thereby reducing appliance downtime. 6. Although mission capability is the post’s overriding concern to standardize on these appliances, the benefits and/or cost savings anticipated from this standardization will equal or exceed the savings that could be expected from full and open competition with different manufacturers. This announcement is for informational purposes only; it is not a request for proposals or quotations. Interested firms may email capability statements to the point of contact identified below. Capability statements are due by the response date stated in this announcement. A determination by the Government to standardize this requirement based upon responses to this notice is solely within the discretion of the Government.
