- This request for information is being posted to both the Federal Business Opportunities (FBO) webpage located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Naval Sea Systems Command. This publication constitutes a Request for Information (RFI) and no formal Request for Proposals (RFP), solicitation, and/or additional information regarding this request will necessarily be issued. The Naval Surface Warfare Center (NSWC), Dahlgren VA will consider responses to this RFI in the planning and definition of a Land-Based Shock Test and Analysis Facility. This is not a commitment to fund any effort submitted in response to this request. The Government will not reimburse any costs associated with the development and submission of materials in response to this request. This Sources Sought Announcement issued by NSWC solicits industry Sources to express their capability to provide a fully integrated shock test and analysis facility capable of subjecting large scale, explosive-loaded, munitions and warfare systems to MIL-STD-901 and tailored shock spectra. This facility would be constructed on government-owned property and all necessary site approvals and certifications would be made available. Existing soil data at the candidate location indicates bearing capacity is less than 2,500 pounds per square foot. Historically, MIL-STD shock testing of large weapon systems is conducted utilizing a test barge subjected to underwater explosive shock. The Government wishes to investigate alternative land-based approaches to assess potential cost, schedule and performance benefits. The Government has defined three levels of capability, termed threshold, desired, and objective, for purposes of this sources sought. A detailed description of these three levels and associated performance characteristics will be made available in electronic form upon request from United States owned companies only. Respondents are asked to submit a white paper, up to 25 pages in length that describes at a minimum: 1) identification of your company or organization, 2) business/contracts/marketing office point (s) of contact information, 3) notification of business size and/or special status 4) concept of operation for facility, equipment and personnel, 5) specific engineering approaches and enabling technologies, 6) technical challenges and limitations associated with the proposed approach, 7) unique interface requirements that would exist between the shock equipment and the surrounding facility/structure, 8) input regarding the reasonableness and feasibility of the Government-defined capability, 9) estimated project timeline given a hypothetical contract award date of 1 January 2009, 10) appropriate budgetary information to inform decision-makers of the performance-cost trade space. Submission shall be provided to XDS112 via email atdlgr_nswc_xds11@navy.mil on or before 15 September 2008.
