Description
AC/DC LOAD WITH UPRIGHT CABINETSolicitation is issued as a Request for Quote (RFQ). Quotes aredue to the Government NO LATER THAN 3:00 PM EST on11 AUG 2008 TO BARBARA P. JEMMOTT AT 88 CONS/PKA,1940 ALLBROOK DRIVE, SUITE 3, WRIGHT-PATTERSON AFB,OH 45433-5309, barbara.jemmott@wpafb.af.mil FAX (937) 656-1412.The Operational Contracting Branch(88 CONS/PKA)ofthe Aeronautical Systems Center would like toprocure the purchasing action and completeoperational installation of an AC/DC programmableelectronics load system with upright cabinet forAFRL/RXSA at Wright-Patterson AFB, Ohio.Solicitation FA8601-08-T-0053 is Request for Quotations (RFQ). This solicitation is 100% Set-Aside for Small Business concern inaccordance with the FAR clause at 52.219-6, Notice of Total SmallBusiness Set-Aside, applies. Contractor must be registered in CCR prior to awardfor solicitations issued after 31 May 1998. Tel:1-888-CCR-2423, Fax 1-703-696-0213. The websitefor CCR is http://www.ccr.gov. This is a combined synopsis/solicitation for commercialitems prepared in accordance with the format in Subpart12.6, as supplemented with additional information includedin this notice. This combined synopsis/solicitation willbe the only announcement regarding this acquisition. TheNAICS Code is 335999 and the size standard is 500 Employees.The FSC Code is 5998. The solicitation document andincorporated provisions and clauses are those in effectthrough Federal Acquisition Circular 2005-26 Effective 12JUN 2008. Contractor must justify fair and reasonable price for AC/DCElectronic Loads and Cabinet and installation prior toconducting work. This will be a Firm Fixed Price contract. This Request forQuotation will be based on best value to the Government,not necessarily lowest quote. This acquisition is done inaccordance with FAR 5.101(a)(2)(ii). Written and faxedquotes are being accepted. The complete proposal Package including, completed Bid Schedule,and completed 52.212-3, Representations and Certifications aredue 3:00 PM EST on 11 Aug 2008, and must be submitted toBarbara P. Jemmott, 88 CONS/PKA, 1940 Allbrook Drive,Suite 3,Wright-Patterson AFB, OH 45433-5309. Solicitation provision at FAR 52.212-1, Instructions to Offerors Commercial (Nov 2007) are hereby incorporated by reference.Solicitations at FAR 52.212-2, Evaluation Commercial Itemsare hereby incorporated by reference. Award will be based upon best value to the government considering price, see Salient Features IAW FAR 11.104 (b) User of BrandName or Equal Purchase Descriptions:(b) Brand name or equalpurchase descriptions must include, in addition to the brand name,a general description of those salient physical, functional, or performance characteristics of the brand name item that an equalitem must meet to be acceptable for award. Use brand name orequal descriptions when the salient characteristics are firm requirements. Pursuant to the Brand Name or Equal clause(FAR 52.211-6); the offeror must provide descriptiveliterature of item being offered. Equal will be evaluatedbased on proposed AC/DC Load and Cabinet equivalent tomanufacturers size, strength, weight, sturdiness, and heightadjustable configuration, at a minimum. If descriptiveliterature, is not provided, the offeror will be determinedto be nonresponsive. The following factors shall be used to evaluate offers:(1) price and (2) technical capability of the item(s)offered to meet the Government requirement. All offerors shallinclude with their offers a completed copy of provision52.212-3, Offeror Representations and Certification CommercialItems. Clause 52.212-4, Contract Terms and Conditions,Commercial Items, is hereby incorporated by reference.Responding contractors shall include quotations and descriptive literature with their response to allow the government to makea complete evaluation and appraisal of the offering with respectto the requirements set forth in this combined synopsissolicitation and the attached salient characteristics document(SPECIFICATIONS FOR AC & DC PROGRAMMABLE ELECTRONIC LOADS WITHUPRIGHT CABINET).
