- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 08MSD7210 and is issued as a request for quotation (RFQ). The provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 512110 with a small business size standard of $27M. This requirement is unrestricted and only qualified offerors may submit a quote. The solicitation will close on Friday, August 15, 2008 at 2:00 pm, EST. Statement of Work: Provide the Video Production Crews, still photographer, and the production equipment for a Federal Law Enforcement Training Center (FLETC) video production titled, “Mass Transit IED Threat”, VP-056-08. The video and digital stills will be shot in five cities within the United States. The five taping dates are in September and October, 2008. Video and still photos will consist of shooting stock footage of Mass Transit security activities and interviews on location. The Contractor will provide a video crew (consisting of a cameraman, audio and grip) and a still photographer that must be in good physical condition for quick set up and production requirements. Contractor will provide transportation for the crew and a photographer for two days of video taping and still photography at each of the following locations: Atlanta, Georgia, Chicago, Illinois, Los Angeles, California, New York City/New Jersey and Dallas, TX. The Contractor will also provide Digital Beta camcorder, field audio recording equipment and a portable light kit to the locations as well as meals and accommodations for the crews if necessary. The workday will consist of 10 hours including set up time, an hour break for lunch and wrap up time included. Overtime, if required, must be authorized by the contracting officer. Equipment Requirements: Video equipment will consist of an EFP production kit containing but not limited to a broadcast quality NTSB Digital Betacam or equivalent with tripod and fluid head; audio kit includes camera shotgun mike and two wireless lavaliere microphones, microphone mixer, audio headphones; color video playback equipment and color monitor. Appropriate camera filters and reflectors for in-door and out-door taping. Appropriate portable lighting equipment sufficient to light various interior office settings. There should be enough battery power and re-charging equipment for all day video production. The Contractor will furnish all necessary audio and video cables as well as electrical cables. All video footage will be given to the government producer/director at the conclusion of each video taping day. Photography equipment will consist of a professional digital camera (8 megapixels or better), wide and telephoto lens, photo flash unit and memory card. All photo files should be RAW and/or TIF. All memory cards will be given to the government producer/director at the conclusion of each production day and will not be returned to Photographer. Government Provides: The FLETC will provide 30 minute Digital Betacam video cassettes for recording. (The Contractor is responsible for providing all required supplies unless listed here as government provided.) Crew Requirements: The Contractor will designate one crew member of the requested as “project-manager” to be responsible for the supervision of the crew and responsive to the government producer/director.
