Description
Small Business Sources Sought: This is a Sources Sought announcement only seeking Small Business responses in order to determine Small Business participation in the acquisition. The Northern Region Contracting Center (NRCC) intends to procure the following services under a multiple award IDIQ contract. The Sustainment Center of Excellence (SCOE), Quartermaster School, Transportation School, Ordnance School, and Army Logistics University (ALU) anticipate a requirement for education and training instructors and training support (Direct Support to the Training Event (DSTE)) in order to support the educational and training missions of these schools. The SCOE is being established as the result of BRAC 2005 Congressional decision to consolidate missions and functions at Fort Lee, VA; with the Ordnance Mechanical Maintenance School moving from Aberdeen Proving Ground, MD; the Ordnance Munitions and Electronic Maintenance School from Redstone Arsenal, Al; and elements of the Transportation School moving from Fort Eustis, VA. The SCOE headquartered at Fort Lee, VA anticipates a requirement for a support contract to provide instructional and training support services to support training services provided by the Ordnance School, Quartermaster School, Transportation School, and Army Logistics University. The SCOE, brings together these schools, and as a single organization is responsible for nearly all Army sustainment training, leader education, and associated combat developments. For this Sources Sought effort, combat and training developments are not part of the requirements, only training and training support. Included in the SCOE is the establishment of Army Logistics University (ALU), which consolidates all of the Armys logistics professional military education, included Officer and Warrant basic and advanced course training (OBC, CL3, WOBC and WOAC), Noncommissioned Officer Academy (NCOA) course training, professional development, and functional training for military and civilians. All three schools (Ordnance, Quartermaster, and Transportation) are responsible for technical training of Advanced Individual Training (AIT) Soldiers, noncommissioned officers, warrant officers, officers, civilians, and foreign military. Ordnance School trains in the fields of material maintenance and integrated material management of combating fire power and ground mobility material, logistics management (ammunition supply, maintenance, and life cycle), Explosive Ordnance Disposal (EOD), and combat support and combat service support tests. Quartermaster School trains supply, field services, aerial delivery, and mortuary affairs. Transportation School trains current and future Army transportation capability, Intermodal Operations, Maritime, and rail. The ALU trains the Armys logistics officers, warrant officers, noncommissioned officers, civilians, and foreign military in professional military education, functional, materiel, and distribution management. This anticipated requirement is to provide training and training support to augment personnel in the schools whose mission it is to train, educate, and support training. Requirement includes extensive technical knowledge and instructor qualifications in order to, use TRADOC approved programs of instruction (POIs) and in compliance with government defined instructor to student-ratios provides classroom instruction, hands-on performance oriented training, simulation/virtual training, and/or field exercise training or combative driven scenario training. Technical expertise includes all functional areas identified by school/proponent. Anticipated instructor and training support requirements exist at Fort Lee, VA and Fort AP Hill as well as any location where Ordnance, Transportation, and Quartermaster training occur. Locations for temporary or full time support include: Fort Pickett, VA, Fort Story, VA, Fort Belvoir, VA (and some surrounding areas), Langley AFB, VA, Craney Island Naval Facility, Norfolk Naval Base Facilities, Giant Refinery, VA, Roanoke Water Authority, VA, Appomattox Water Authority, VA, Mobile Training Teams at locations identified by Task Order, Aberdeen Proving Ground, MD, Redstone Arsenal, AL, Fort Sill, OK, Fort Bliss, TX, Fort Gordon, GA, Eglin AFB, FL, and Fort Leonardwood, MO. Anticipated requirement requires comprehensive Military Occupational Specialty (MOS) knowledge for the presentation of specific subject matter. This academic instruction includes platform and hands-on instructional in resident and field training environments based on POIs. Academic instruction includes but is not limited to classroom/laboratory/field/conference discussion, demonstration and practical and simulation exercises; includes administering written and performance hands-on based tests; conducting critiques. Academic and training instructors must possess fundamentals on being an instructor. Indirect instructional classroom and student support includes preparing classrooms and equipment for training; retrieving course documents, preparing training materials for instruction; performing remedial training support; assisting with administration functions associated with in processing, graduating, and recording grades of students; conducting counseling; grading examinations; and evaluating student performance; and maintaining classroom control. Anticipated requirements for qualified personnel to support various training events of Logistics Warrior Training Exercise, Convoy Live Fire Exercise and range training operations. These training events could occur in a classroom, during a field exercise, or live fire exercises, and may occur outside normal duty hours. These training events are classified as training and training support, not combat and training development. Referenced training support, the anticipated requirements include augmenting Logistics Warrior staff in planning and executing a multi-echelon field training exercise, serving as qualified Observer Controllers familiar with Skill Level 10 through 40 Common Tasks (STPs 21-1/24-SMCT) and staff function operations. Providing small arms/artillery repairs on the training site, range, and classroom, and providing trainers for the marksmanship training simulator including the Laser Convoy Counter Ambush Training System (LCCATS); Laser Marksmanship Training System (LMTS) and the Engagement Skills Trainer 2000 (EST 2000). Requirements exist for qualified Ammunition specialists to requisition, acquire and control proper amounts of ammunition. For range operations provide qualified medical support. FOR INFORMATIONAL PURPOSES: The estimated Contractor Man-year Equivalents (CMEs) for each school is listed below: Quartermaster School estimated CMEs 81 Ordnance Mechanical Maintenance School estimated CMEs 119 Ordnance Munitions and Electronic Maintenance School estimated CMEs 211 Transportation School estimated CMEs 26 Army Logistics University estimated CMEs 10 The designated NAICS Code is 541990 (All Other Professional, Scientific, and Technical Services) with a size standard of $6.5 million. Your response shall include the following information: * Size of company (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.), * Revenue for last three years. * Relevant past performance on same/similar work dating back to the last three years and your companys capability to do this type of work. * Teaming Arrangements to include relevant past performance on same/similar work dating back to the last three years. Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Highlighting the capability to complete all the requirements in this sources sought or if you only have the capability to complete a portion of the requirements in this sources sought. If you only have the capability to complete a portion(s) please identify what portion(s).
