- This is a combined synopsis and solicitation. No other solicitation is available. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This requirement is a 100% small business set-aside. The Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has a requirement to lease a total of five (5) vehicles for a period of two years. Anticipated start date is September 1, 2008, but may change to a later date. ITEM 0001: (Qty 2 each) – 2008 or 2009 Dodge Grand Caravan, Chrysler Town & Country or Chevrolet Uplander; ITEM 0002: (Qty 2 each) – 2008 or 2009 Nissan Pathfinder 4x4, GMC Envoy 4x4, Chevy Trail Blazer 4x4, Dodge Durango 4x4, or Ford Explorer 4x4; ITEM 0003: (Qty 1 each) – 2008 or 2009 Pontiac G8 GT, Dodge Charger RT, or 2009 Nissan Maxima. The vehicles should be equipped with the following: V6 engine, air conditioning, power doors, power windows, power locks, power mirrors, (a standard power package would suffice) and four doors in addition to power seats, remote entry, cloth interior meets the requirement (leather interior is not required). Preferred colors of the vehicles are: dark colors, such as gun metal gray, dark blue, dark green, black, brown, but not red, yellow, or bright green. Also, the vehicle leasing shall not be traced back to ATF. ATF will not drive the cars over 15,000 miles per year. ATF will perform the maintenance on the vehicles and ATF will not use the vehicles in pursuit. Please price as a separate line item, or option, the cost for the leasing company to insure the vehicles. Price shall include shipping to the nearest dealership in Philadelphia, PA. This is a Firm Fixed-Price contract. The following provisions are applicable to this commercial item acquisition: FAR 52.212-1, Instructions to Offerors-Commercial; FAR 52.212-3, Offeror Representations; (Vendor must furnish Offeror Representations in writing); FAR 52-212-4, Contract Terms and Conditions-Commercial Items; FAR 52-212-5, Contract Terms and Conditions Required to Implement Status or Executive Orders-Commercial Items; FAR 52.208-4, Vehicle Lease Payments; FAR 52.208-5, Conditions of Leased Vehicles; FAR 52.208-6, Marking of Leased Vehicles; FAR 52.208-7 Tagging of Leased Vehicles and FAR 52.228-8, Liability and Insurance - Leased Motor Vehicles. Vendor must have registered in the Central Contractor Registration Database at www.ccr.gov to receive this award. This award will be made utilizing the Simplified Acquisition Procedures under FAR Part 13. Award will be made to the responsive, responsible vendor meeting all the requirements listed above at the lowest price on an All or None Basis.
