- Handheld network analyzer and cellular tester for GSM, CDMA, EVDO, CDMA2000, and WCDMA with touchscreen capability in handheld format and remote control capability. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 and Defense Acquisition Circular. The proposed contract is 100% set aside for small business concerns. North American Industry Classification System Code 334220 and Size Standard not to exceed 750 employees. A firm fixed price contract is contemplated. The anticipated award date is two weeks after response/closing date. The evaluation criteria for this requirement is Lowest Price Technically Acceptable (LPTA). A technically acceptable proposal must meet all the specifications of this requirement. CLIN 0001 - (1) (EA) Handheld network analyzer and cellular tester for GSM, CDMA, EVDO, CDMA2000, and WCDMA with touchscreen capability in handheld format and remote control capability. Must include modular installation compatible with upgrade modules and have an included option for a 3-year repair service. BTS Field tool transmitter tester module with added upgrades for Spectrum and Interference Analysis with map overlay capability. RF/Demodulation measurement for GSM/EDGE & UMTS/HSDPA. OTA testing capability for GSM/EDGE and UMTS/HSDPA. RF/Demodulation measurement for CDMA2000 and EVDO. OTA testing for CDMA2000 and EVDO. Repair service contract for 3-years for BTS module and upgrades. 3-year traceable calibration service for BTS module and upgrades. GPS Timing Reference Kit compatible with CDMA and map overlay. RF antenna tester module with the following added upgrades: Repair service contract for 3-years for RF antenna tester module. 3-year traceable calibration service for RF antenna tester module. Separate calibration kit for RF antenna tester module with a 3-year repair service option included. Lithium Battery, rechargeable; 10.8 V, 7200 mAH, SMBUS with recessed terminals. Overall size is 149mm x 89mm x 21 mm. NI2020HD24 and safety controlled. Accessories including: power adapter, vehicle cigarette lighter adapter voltage boosted 60 W, 12 V DC in to 24 V DC, 2.5 A out. 6 ft. cable, 2.5mm center positive barrel type connector. FOB destination and delivered to Kirtland AFB, NM 87117-5609. Delivery is 30 September 2008. The assigned Defense Priorities and Allocation Systems (DPAS) rating is C9E. Offers must be received electronically by 11:00AM (EDT) on 15 Aug. 2008. Offerors must submit their offers to both the nag.contracting@kirtland.af.mil and david.baum@disa.mil. All technical and/or clarification questions must be submitted by 11:00 AM (EDT) on 08 Aug. 2008. All questions submitted after this time/date will not be accepted.
