- This is a combined synopsis/solicitation for a for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate solicitation will not be issued. Solicitation Number NFFKPR00-8-43285 is being issued as a Request for Quotation. This acquisition is being solicited using Simplified Acquisition Procedures. This acquisition is a total set-aside for Small Business. The associated NAICS code and small business size standard is 541990 and $6.5M. The U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Marine Mammal Conservation Division has a requirement to Standardize Data Collection and Train for Recognition, Evaluation, and Documentation of Human Interaction in Stranded Cetaceans and Pinnipeds. The goal of developing such data collection and training is to standardize the protocol for use by the U.S. Marine Mammal Stranding Network and other NMFS scientists who document HI information (i.e., by-caught animals). This network will aid the scientific community and NMFS in making better communications of the impact of fisheries and other anthropogenic-human activities on marine mammals. NMFS will be able to better access data that are comparable and collected and interpreted in a standard manner. The contractor shall provide support to: 1.) Finalize the draft Handbook for Recognizing, Evaluating, and Documenting Human Interaction in Stranded Cetaceans and Pinnipeds ("HI Handbook") and Review comments from NMFS Serious Injury Workshop (Fall 2007) in consultation with NMFS Marine Mammal Health Stranding Response Program (MMHSRP) and incorporate into the HI Handbook; 2). Work closely with NMFS MMHSRP to finalize data form and instructions based on the "HI Handbook". This will involve preparing the form and required information for OMB approval; 3). Work closely with NMFS MMHSRP to incorporate the human interaction form and instructions in the National Marine Mammal Health and Stranding Response Database. This will require travel to NMFS Headquarters and possibly Knoxville, TN to meet with MMHSRP staff and database developers to discuss coordination; 4). Work closely with NMFS MMHSRP to organize and conduct a training session on the human interaction protocol for the Northwest Region in conjunction with a scheduled regional stranding responders meeting (no funding for meeting room, etc.). This will require travel to meeting venue (Seattle, WA) and preparation time; 5). Work closely with NMFS MMHSRP to develop training module for the National Stranding Meeting in 2010. Deliverables: 1). The contractor will provide a final HI Handbook; 2) The contractor will provide a HI Data Collection Form for public comment by Summer 2009 and finalize by the end of this contract; 3) The contactor will provide training at the Northwest Regional Stranding Meeting in Fall 2008; 4) The contractor will develop training program for the National Stranding Meeting in 2010. Period of Performance: September 1, 2008 - December 31, 2011. The resulting purchase order shall be awarded on a best value basis and will be firm fixed price. Period of Performance: September 1, 2008 to August 31, 2009. Award anticipated on September 1, 2008. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors - Commercial, FAR 52.212-2, Evaluation - Commercial Items - The Government will award a purchase order resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
