- The US Army Materiel Command (AMC) Logistics Leadership Center (ALLC), Red River Army Depot, Texarkana, TX has a requirement for a university partnership with a single vendor to provide specific college curriculum as identified below for a Masters Degree in Engineering, utilizing both the ALLC government training and the advanced engineering training courses taught by a contractor for their employees and is seeking interested sources. All classes must be held at Red River Army Depot, Texarkana, TX in classrooms provided by the Government. Interested institutions must be a fully accredited educational institution by the Accreditation Board of Engineering and Technology (ABET). Institutions must accept Government Charge Card (Visa) as the method of payment. Institutions must provide both Bachelors and Masters Degrees in Electrical, Mechanical, and Industrial Engineering or Engineering Management. All engineering students take the same Government courses. The advanced engineering training will build upon the Governments 6 month curriculum and shall utilize some of the courses presented by the ALLC by accepting the transfer of some semester hours of graduate credit for the training conducted by the Government faculty, since the American Council on Education has recommended some of the engineering courses for graduate credit. Thus, an engineering fellow shall have the opportunity to obtain a Masters Degree before moving to his or her duty station. The proposed courses in a Contractors advanced engineering training program should be predominantly in the Industrial Engineering, Industrial Management, and Computer Science area and should be off-the-shelf course already being taught to the current on campus engineering students. All courses shall be taught in English by instructors who are fluent in English. Individual Contractor faculty members shall have either a Doctorate Degree in Engineering, be working towards a Doctorate Degree in Engineering, have a combination of a Masters Degree in Engineering or in a related engineering field, and professional experience acceptable to the Contracting Officer, or have a Doctoral Degree in a related engineering field. As a minimum, 70% of the faculty shall have Doctorate Degrees or have completed at least 30 hours beyond Masters Degree. The Contractor shall purchase and provide to the students any commercial textbooks need for the course in its advanced engineering training program. After the textbooks are purchased by the Contractor, the Government will reimburse the Contractor for the textbook cost. At the end of the contract period, the Government will take possession of any textbooks purchased. The Government will provide the textbook storage facilities of the ALLC library for any textbooks used in advanced engineering training program courses. The advanced engineering training program should begin approximately January 2010 and be completed by approximately December 2010. Contractors interested in providing the above listed services are to provide a response to this announcement to include the following information by August 15, 2008. Please provide proof of accreditation, experience in providing these courses. All institutions are hereby informed that this is a sources sought request which may be used for planning purposes and should not be construed as a Request for Quote or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this request or otherwise pay for the information solicited. Red River Army Depot will only utilize the information you provide in developing its acquisition approach for future requirements. All contractors who provide goods and services to the Department of Defense (DOD) must be registered in Central Contractor Register (CCR) in order to be awarded DOD contracts.
