- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice for the acquisition or leasing of Powered Belt Conveyor Systems and Associated Equipment for and at the U.S. Census Bureau in Jeffersonville, Indiana. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation is issued as an indefinite quantity/indefinite delivery Request for Quote (RFQ). Reference RFQ No. 51-SO-BC-8-00043. (iii) This RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 dated June 12, 2008. (iv) This action is set-aside for Small Businesses. The applicable NAICS code is 423830. The threshold is 100 employees. (v) This action is to acquire an indefinite quantity (minimum/maximum) of the following line items as described in attached Statement of Work (SOW): Line item 0001.) Powered Belt Conveyor, Line item 0002.) Non-powered Roller Conveyor for material supply, Line item 0003.) Non-powered Roller Conveyor for accumulation, Line item 0004.) Installation and set up, Line item 0005.) Removal, and Line item 0006,) Relocation. (vi) Detailed descriptions and requirements are per provided attachment. (vii) This is an indefinite-quantity contract for items and is in effect through 31-March-2010. The quantities of items in the schedule are estimates only. The Government will order at least the quantity of supplies designated in the schedule as “minimum”. Delivery of the balance will be on an as needed bases with the Government giving a two-week notice of delivery. Anticipated delivery is for all minimum requirements to be made no later than 10-OCT-2008. Main point of delivery, FOB destination, is to Bureau of the Census, 1201 East Tenth Street, Jeffersonville, Indiana, 47132, in Clark County, Indiana, or facility to be designated within 10 miles of same. (viii) FAR provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. (ix) FAR provision at 52.212-2, Evaluation-Commercial Items, is included with the following factors to be applied for evaluation; 1.) Cost, 2.) Compliance with the specifications and required performance abilities, 3.) Ability to meet delivery requirements, 4.) Performance history, and 5.) and Warranty and service support/replacement programs and procedures. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. (xi) FAR clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) FAR clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (xiii) Following CAR Clauses also apply: 1352.237-71, Dept. of Commerce Security Processing Requirements for DoC Service Contracts, and 1352.239-73, Security Requirements for Information Technology Resources, Offers must be registered in CCR (www.ccr.gov).
