- THIS IS A SYNOPSIS ANNOUNCEMENT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. The 99th Contracting Squadron will be soliciting proposals for a firm fixed-price design-build contract for the construction of a hand grenade training range at the Nellis Air Force Range (R63C) near Creech Air Force Base Nevada. Subject acquisition shall be a Lowest-Price Technically Acceptable (LPTA) acquisition, and will be restricted to HUBZone firms located in Small Business Administration (SBA) Region 9. This region includes Arizona, California, and Nevada. In accordance with FAR clause 52.219-14, the awarded firm will be required to perform a minimum of 15% of the cost of the contract, not including the cost of materials, with its own employees. The estimated price range for this potential contract is between $100,000 and $250,000. For purposes of the potential solicitation, the NAICS code is 237990. Contractor shall supply all labor, supplies, materials, supervision, transportation, equipment, and all else required to complete the design to 100% and construct the training range near Creech Air Force Base, NV. The closing date and time for submission of offers will be identified in the solicitation package. It is anticipated that a solicitation will be issued o/a 18 Aug 2008, and will be posted on the Federal Business Opportunities website (FedBizOpps at http://www.fbo.gov) under the same solicitation number, FA4861-08-R-A028. No paper copies will be issued. Please see below for a more in-depth description of the requirement. a. The training range shall consist of 6 earthen berms, 5 throwing pits, 1 observation pit and 1 ready wall. A proposed layout of the training range will be provided with the solicitation for reference. Additional guidance will also be available in US Army Field Manual No. 3-23.30, dated June 2005 and Training Circular No. 25-8, dated April 2004. The contractor will be required to submit a 35%, 95% and 100% final design package to the Government for review and approval. Offeror shall be responsible for obtaining any documents not attached as part of the RFP but referenced as criteria for the project.
