- The Social Security Administration (SSA) intends to issue a firm-fixed priced purchase order to Corporate Executive Board (CEB) for a membership in their Information Technology, Information Risk Executive Council (IREC) for a period of performance beginning approximately August 6, 2008 through September 30, 2009. Under FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Sources Will Satisfy Agency Requirements. CEB, located in Washington, D.C., is recognized worldwide as a mission-drive organization that provides best practices research studies; decision support tools; executive training; customized research briefs and web-based access to program content data based for Information Technology. IREC includes: access to the Annual Executive Retreat Meeting for one individual from the Member Organization (reserved for the Chief Security Officer; access to web site, print publications and decision support tools; Access to teleconferences/webinars; and assigned account team which proactively supports the Member Organization in achieving its strategic priorities by connecting the Chief Security Officer with appropriate resources provided by CEB’s Information Risk Executive Council. CEB is the only known source that can provide these services. This requirement will be procured utilizing procedures in the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items, in conjunction using procedures under FAR Part 13. This is not a request for quotations or an announcement of a forthcoming solicitation, but merely notification of the Government's intent to order this membership from CEB. Requests for copies of a solicitation in response hereto will not be honored or acknowledged. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether or to conduct a competitive procurement. The Government does not intend to pay for information provided in response to this publication. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. If no affirmative, responses are received within 1 business days, in accordance with FAR 13.106-1 (b)(1) negotiations will be conducted with CEB as the only source and a purchase order will be issued without any additional notices being posted.
