- The National Institute of Standards and Technology (NIST), Chemical Science and Technology Laboratory (CSTL), is the United States’ reference laboratory for chemical measurements, entrusted with developing, maintaining, advancing, and enabling the chemical measurement system for the nation. The Process Measurements Division within CSTL, establishes and disseminates national measurement standards for thermodynamic parameters and engages in measurement science research to improve measurement capabilities for chemical process and related technologies. The Fluid Metrology Group within the Process Measurements Division of the CSTL provides calibration services for fluid flow, airspeed, liquid density and volume measurements. The Group develops models, reference data, and novel techniques for improved measurements of flow, temperature, and pressure. The Group uses acoustic techniques to determine the thermodynamic and transport properties of process gases. The United States is moving towards a hydrogen based energy economy. An infrastructure of hydrogen fueling stations is required to support the transportation sector. Calibrated hydrogen meters are required in these refueling stations. The Fluid Metrology Group has a responsibility to establish the metrology, metrics and procedures required to certify that these fueling stations meter hydrogen into customers’ vehicles with uncertainties of 1%, or less. The Contractor shall provide all labor, equipment and material that, when delivered and installed, will simulate a hydrogen fueling station. This requirement is 100% set-aside for small business. In accordance with the non-manufacturer rule, the manufacturer and distributor of these supplies must be a small business in accordance with the NAICS code identified. For size purposes, there can be only one manufacturer of the end item being acquired. The manufacturer is the concern which, with its own facilities, performs the primary activities in transforming inorganic or organic substances, including the assembly of parts and components, into the end item being acquired. The end item must possess characteristics which, as a result of mechanical, chemical or human action, it did not possess before the original substances, parts or components were assembled or transformed. The end item may be finished and ready for utilization or consumption, or it may be semifinished as a raw material to be used in further manufacturing. Firms which perform only minimal operations upon the item being procured do not qualify as manufacturers of the end item. The NAICS code for this requirement is 333912 with a small business size standard of 500 employees. The competitive Request for Quotation (RFQ), specifications, RFQ amendments, and all questions and answers related to this procurement shall be made available via the Internet at HTTP://WWW.FEDBIZOPPS.GOV under RFQ number SB1341-08-RQ-0459. The RFQ is anticipated for release to the vendor community on or about August 7, 2008, and will only be available via the Internet at the above web site. Potential offerors are responsible for accessing the web site. Interested parties must respond to the RFQ in order to be considered for award of any resultant purchase order. No written solicitation document is available, telephone requests shall not be honored, and no bidders list shall be maintained.
