- Description
- The Bethesda Hospitals Emergency Preparedness Partnership, consisting of the National Naval Medical Center, National Institutes of Health Clinical Center, National Library of Medicine, and Suburban Hospital Healthcare System, has identified a need to contract services to design, plan, implement, and evaluate a mass casualty exercise that supports the partnerships current emergency preparedness initiatives in compliance with the Department of Homeland Securitys Homeland Security Exercise Evaluation Program (HSEEP). FISC Norfolk Contracting Department, Philadelphia Office intends to procure services for the design, planning, implementation and evaluation of a mass casualty exercise in support of the overall partnership on an unrestricted, competitive basis pursuant to FAR Subpart 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. Under the resultant contract, the contractor shall be responsible for complying with all HSEEP standards and completion of the following tasks: (1) review the current plan of the partnership and conduct a needs assessment defining risks and vulnerabilities of the partnership as well as the partnerships capability to conduct an exercise through an examination of available resources; (2) assist the partnership in defining the scope of the exercise to include type of exercise, type of emergency, location, functions to be addressed, and participants; (3) assist the partnership in developing a statement of purpose outlining expectations of the exercise; (4) develop a plan to gain support from participating facilities and any outside participants and announce the exercise; (5) develop a work plan and schedule to design and conduct the exercise as well as develop a Master Scenario of Events List (MSEL) to monitor the progress of the exercise. During the exercise, the resultant contractor is responsible for managing the disaster scene to include the provisions of logistics, props and materials, victims and controllers, safety officers and evaluators. After completion of the exercise, the resultant contractor shall organize and lead debriefings with evaluators to analyze the exercise and compile these findings into an After Action Report within 30 days of the execution of the exercise. The instant procurement will consist of a single, six month period of performance commencing on or before 30 September 2008. It is anticipated that a Firm Fixed Price type contract will result from the competitive solicitation. The solicitation will require the submission of price and technical offers. The evaluation of offers will consider the technical submission more important than the quoted price.
