Description
The National Cancer Institute (NCI) Division of Cancer Control Population Sciences (DCCPS), Tobacco Control Research Branch (TCRB) plans to procure on a sole source basis, Disseminating Tobacco Use and Dependence with University of Wisconsin System; DBA Research and Sponsored Programs; 21 N. Park St, Suite 6401; Madison, Wisconsin 53715-1218. The services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b) (1). The North American Industry Classification System Code is 611310 the business size standard is 6.5 M employees. The contractor shall disseminate and implement the 2008 PHS Guideline: Treating Tobacco Use and Dependence in clinical settings across America including communications, science, and clinical practice activities to explain, highlight, advance and implement Guideline recommendations (e.g., assistance in development of: organization-specific newsletter stories, web links, organization-specific journal manuscripts, pocket guides, exam questions, and training materials including a CME program). The contractor shall: 1. Develop Web-based integration to guideline materials and training 2. Produce at least 12 member-based communication pieces 3. Document a doubling of their yearly total membership who have completed the updated guideline-based CME for tobacco dependence treatment 4. Complete a report including the specific activities accomplished in each organization 5. A report focusing on the reach of activities employed for the project 6. A report including barriers to success and recommendations for future activity The period of performance for this procurement is September 1, 2008 through August 30, 2009. The University of Wisconsin’s Center for Tobacco Research and Intervention (UW-CTRI) served as the designated lead organization for the development of the PHS Clinical Practice Guidelines, Treating Tobacco Use and Dependence (published in 1996 & 2000) and the 2008 PHS Guideline Update, Treating Tobacco Use and Dependence (Published May, 2008). Dr. Fiore (under the employment of UW-CTRI) served as the leader of this project. The UW-CTRI is uniquely qualified to perform this requirement. There is no other source known to the NCI that can complete the requirements of this procurement. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on August 15, 2008. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
