Description
The Bethesda Hospitals Emergency Preparedness Partnership, consisting of the National Naval Medical Center, National Institutes of Health Clinical Center, National Library of Medicine, and Suburban Hospital Healthcare System, has identified a critical need for the development of a continuity of operations plan (COOP) to ensure the continuance of all essential services in the event of a disaster. FISC Norfolk Contracting Department, Philadelphia Office intends to procure services for the development of a COOP for each facility and the partnership on an unrestricted, competitive basis pursuant to FAR Subpart 12.6 using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5. Under the resultant contract, the contractor shall be responsible for completing a Gap Analysis for each facility and the overall partnership to review and assess: (1) the preparedness of organizational assets; (2) quality, completeness, validity, and compliance between current plans and the government and industry requirements and/or best practices; (3) potential threats and vulnerabilities; (4) business impacts and workflow analyses to highlight exposures and identify single points of failure; (5) categorization of assets and business unit functions that must be protected; (5) identification of internal and external interdependencies; (6) ranking and scoring of critical functions and needed resources for each facility; and (7) risk versus costs analyses of COOP development recommendations. Using the information and data derived from the Gap Analysis, the resultant contractor is responsible for developing a COOP for each partner/facility, as well as the overall partnership, that will allow it to continue business operations under adverse conditions via appropriate resilience strategies and recovery objectives. The resultant contractor is also responsible for implementing an awareness and training program for staff at each facility. It is anticipated that a Firm Fixed Price type contract will result from the competitive solicitation. The resultant contract will provide for a single 12 month period of performance commencing on or before 30 September 2008. The solicitation will require the submission of price and technical offers. The evaluation of offers will consider the technical submission more important than the quoted price.
