- Description
- The National Cancer Institute (NCI), Center for Cancer Research (CCR), Radiation Oncology Branch (ROB) plans to procure on a sole source basis a service agreement with Varian Medical Systems, 100 Walnut Avenue, Suite 201; Clark, New Jersey 07066. This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.5 to use simplified procedures for commercial acquisitions. The North American Industry Classification System Code is 811219 and the business size standard is $6.5M. Period of Performance shall be 12 months from the date of award plus two (2) one-year option periods. Contractor shall provide annual maintenance for the Clinac 21/23 EX Series, including Multi-Leaf Collimator, RPM Respiratory Gating, 4D Integrated Treatment Console for one year from date of award. Contractor shall provide annual maintenance for the Portal Vision, On-board Imaging and Cone Beam CT from June 16, 2009 through the end of the base year. The ROB Clinic treats patients on a daily, weekly, or monthly schedule, depending on the cancer type, location and size. The treatments can involve multiple pieces of equipment including the CT Simulator and Linear Accelerators. This equipment is required to be in superlative shape to prevent harmful delays due to down time, and/or prevent the patient from being treated in an unsafe manor. Currently, the ROB is using Varian Linear accelerators for the radiation treatment of patients with various kinds of cancers. The ongoing exposure to this radiation is critical to the treatment of patients. It is important that once a patient starts undergoing these treatments, that the specific schedule of exposure be precise and timely. Varian Medical Systems shall provide: <!--[if !supportLists]--> 1. <!--[endif]-->One (1) preventive maintenance inspection; <!--[if !supportLists]--> 2. <!--[endif]-->Unlimited emergency repair within twenty-four (24) hours of first call; <!--[if !supportLists]--> 3. <!--[endif]-->Furnish all required replacement parts with the exception of consumable parts at no additional cost to the Government; <!--[if !supportLists]--> 4. <!--[endif]-->Provide free software upgrades; <!--[if !supportLists]--> 5. <!--[endif]-->12x7 Technical phone support – 7AM-7PM (local time) telephone support; <!--[if !supportLists]--> 6. <!--[endif]-->Uptime Guarantee – 97% Uptime Guarantee; <!--[if !supportLists]--> 7. <!--[endif]-->Remote Access/Diagnosis – remote diagnostic and remedial support during normal business hours via SmartConnect, if available for the covered product for service of a defect or error that cannot be resolved by telephone and, <!--[if !supportLists]--> 8. <!--[endif]-->On-site support during normal business hours for service requests that cannot be resolved by telephone or through remote support – includes parts and labor, does not cover service from damages relating to environmental changes, including but not limited to changes in supplied power, water, air temperature and/or humidity, abuse, neglect or acts of nature. Contractor personnel shall have a minimum of two (2) years specialized factory training within the last five (5) years in order to perform service on these instruments. Contractor shall provide current software updates to the operating system and shall provide Varian Medical manufactured parts and accessories if required during service. It is extremely critical for the radiation dosage to remain precise in the treatment of NCI cancer patients. The equipment shall be calibrated accurately and maintained according to the manufacturer’s specifications. Any deviation from the specifications could jeopardize the use of the aforementioned systems. This is a one year manufacture contract needed to maintain the linear accelerator used to treat patients receiving radiation therapy for cancer. Contract includes associated integrated systems and all upgrades to proprietary software. The internal components and mechanisms of this instrument are proprietary and Varian Medical Systems is the only known source capable of fulfilling the service contract on these instruments. The equipment mentioned must be maintained using factory trained technicians due to equipment specific and treatment specific software and hardware. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM ET on August 18, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
