Description
The Naval Air Warfare Center Weapons Division, China Lake, CA intends to issue firm fixed price contract under FAR Part 12 and 13.5 to Illinois Tool Works Inc. DBA Instron on an other than full and open basis. The contract will be to procure a Mechanical Load Frame Test System. The minimum government specifications for the unit being procured are as follows: crosshead travel of at least 1650 mm (65 inches) to accommodate long test fixtures/specimens and high extension test specimens; capacity shall be at least 150 kN (33,750 lbf);the test area for tension and compression tests shall be below the moving crosshead; the horizontal distance between the load frame columns shall be at least 560 mm (22 inches);crosshead speed shall infinitely range from 0.0001 inches/minute (0.0025 mm/min) or slower to 25 inches/minute (635 mm/min) or faster with a speed accuracy better than 0.1% of the set speed; the maximum speed of 25 inches/minute (635 mm/min) shall be met under a load of no less than 100 kN (22,480 lbf); the return speed of the crosshead shall be at least 27 inches/minute (685 mm/min) with built-in acceleration and deceleration;the load frame shall have two (2) pre-loaded ball screws with zero backlash when changing from tension to compression. Instron is being chosen for this procurment because they had the only Load Frame that could meet the minimum government specifications, including interoperability with the existing Instron load frame, proprietary software and test fixtures (support equipment). A request for quotation (RFQ) will be sent to Illinois Tool Works DBA Instron on or about 8/11/2008. Place of Performance = NAWCWD China Lake, California
