- <!--[if supportFields]> SEQ CHAPTER \h 1 <![endif]--><!--[if supportFields]> <![endif]-->The National Cancer Institute (NCI), Center for Cancer Research (CCR) plans to procure on a sole source basis services in support of clinical trials in the area of Thyroid Cancer with Dr. Samuel A. Wells, M.D.; 3501 Bluestone Ct; Chapel Hill, North Carolina 27514. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541690 the business size standard is $6.5. The Center for Cancer Research (CCR) is initiating a new clinical research program and requires Dr. Samuel Wells who has expertise in the area of Thyroid for the selection of new agents to study, design and development of new clinical trials, patient management, and analysis of clinical trial results, such as Protocol #07-C-0189. This protocol is studying hereditary medullary thyroid carcinoma (MTC) in pediatric patients. MTC is a rare calcitonin-producing tumor arising from the parafollicular C cells of the thyroid, often a manifestation of multiple endocrine neoplasia (MEN). The primary objectives of the protocol are to assess the activity of vandetanib in children and adolescents with hereditary MTC using RECIST (primary endpoint), tumor biomarkers and tumor-related diarrhea. The Contractor will provide these services onsite at the Clinical Research Center and on inpatients and outpatients in the CRC who are enrolled on pediatric and adult thyroid cancer protocols. Dr. Samuel Wells is a world-renowned surgeon and the Executive Director of the International Thyroid Cancer Study Group. The work to establish a thyroid clinical program in the Center for Cancer Research (CCR) is an ongoing project with Dr. Wells. Dr. Wells has initiated the scientific research that forms the basis for the clinical studies thus for continuity of the scientific process, Dr. Wells is the sole source for this procurement. There is no other known source to the NCI who can provide these services. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM ET on August 18, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award, contractors must have valid registration and certification in the Central Contractor Registration (CCR) www.ccr.gov and the Online Representations and Certifications Applications (ORCA), http://orca.bpn.gov.
