- This notice serves as a Request for Information (RFI) for the Mine Safety and Health Administration (MSHA). The Agency intends to award a sole source service contract to an individual to provide expertise in processing regulatory, investigatory and enforcement documents requested under the Freedom of Information Act. The services required are to provide prompt FOIA review's of a wide variety of documents related to accident investigations, enforcement actions and documents related to regulatory actions under the Federal Mine Safety and Health Act as amended. Preparation of recommended FOIA responses. Provide advice to all MSHA field FOIA coordinators handling unusual or major FOIA requests. Brief and assist MSHA top staff to carry out FOIA responsibilities including providing sensitive analysis and options. The individual providing the service is required to have the following experience: Extensive and varied experience in use and handling of MSHA investigatory and enforcement documents for FOIA's including accident investigations, discrimination investigations, criminal and special investigations and all other types of enforcement actions under the Mine Act. Extensive experience in applying FOIA exemptions and preparing FOIA responses. Knowledge of FOIA and FOIA amendments legal requirements. In depth understanding of Mine Act and FOIA Act law and legal precedents under each statute. Requires having a high level of confidence with MSHA management staff and Departmental FOIA top staff officials If you have the required experience and have the ability to perform the tasks as described above please submit your experience and capabilities and hourly price to the point of contact below.
