- NAICS Code: 813920 The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 6.302-1, with American Water Works Association (AWWA) for Developing a National Strategic Plan for Emergency Water Supply. Provisions of the 2002 Bioterrorism Act (42 USC 300i-4(b)) requires EPA to produce a report on alternative sources of water to include "a review of the methods and means by which alternative supplies of drinking water could be provided in the event of the destruction, impairment or contamination of public water systems." This proposed contract will meet this requirement. The deliverable from this effort is intended to facilitate strategic planning by utilities at the local, state and regional level to prepare for such circumstances and also supplement various Emergency Support Functions (ESF) of the National Response Plan (NRP) that address potable water. EPA intends to negotiate on a sole source basis with AWWA to write a national strategic plan for emergency water supply. The national strategic plan will include the following tasks: conduct outreach with EPA, sector associations and critical customers; conduct a literature review; conduct regional planning workshops utilizing subject matter experts; produce a National Strategic Plan/Template; conduct dissimilation and Outreach activities to build awareness of the guidance. The American Water Works Association (AWWA) is the oldest, largest, and most well respected association of water professionals. There is no other known organization or commercial entity currently engaged in the full range of activities of AWWA and its 65,000 members. AWWA has a one hundred plus year history of conducting scientific conferences and publishing technical reports in the field of water supply. The unique aspect of their participation is their ability to draw on their membership in workshops to gain first hand knowledge of the current practice in the water works profession related to emergency planning. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. However, any firm believing itself capable of providing the services conducted by American Water Works Association may submit appropriate documentation within 15 calendar days of electronic posting of this notice. A determination not to compete the proposed requirement based upon responses received will normally be considered solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
