Description
This is a combined synopsis solicitation for Computer / Network Maintenance for NOAA / Channel Islands National Marine Sanctuary located in Santa Barbara, CA. Interested parties must respond to this announcement within fifteen (15) calendar days of its publication. All responses must be in writing and may be faxed to 206-526-6025 or email (melvin.n.fondue@noaa.gov). This is a simplified acquisition with an estimated value of less than $100,000. BACKGROUND - The CINMS administers the waters encompassing the area within a six nautical mile boundary of Anacapa, Santa Cruz, Santa Rosa, San Miguel, and Santa Barbara islands. Administration, research, response, and education priorities require a robust information technology infrastructure with minimum downtime. Network Infrastructure - CINMS maintains three offices in the Central / South California Coast region. The main office, located at 113 Harbor Way #150 in the Santa Barbara Harbor currently has the following hardware infrastructure: 256K / T1 dedicated frame relay 1 Cisco Router secure-linked to the US GOVT network in Silver Spring, MD 1 Windows 2003 Network Server w/ network tape backup (Backup Exec) 15 Windows XP workstations in various configurations 8 Windows XP laptop computers 2 Macintosh laptop computers 1 BSD server on a Cox Communications network for use by our non-profit Foundation 1 Windows 2000 computer located at the Santa Barbara Harbor Visitor Center 1 HP 650C Color Plotter 3 HP Laser printers (HP 4-6 series) 1 Kyocera Copystar CS-5035 copier/scanner/printer Our Satellite Office, located at 3600 S. Harbor Blvd. At the Channel Islands Harbor in Oxnard, currently has the following hardware infrastructure: Wireless network internet connection 1 Linksys router 1 Windows XP fileserver (running XP Pro) 5 Windows XP workstations 3 Windows XP laptop computers 1 Macintosh G4 laptop computer 2 HP Laser printers 1 CINMS Maintains office space at the Balboa Building, 735 State St. in downtown Santa Barbara that has the following infrastructure: DSL network connection 3 Windows XP workstations 3 Macintosh G4 laptops 1 HP Laser printer The CINMS also maintains a research vessel, the R/V Shearwater in the Santa Barbara Harbor. The Shearwater's hardware infrastructure includes: 1 Netgear switch 1 Windows XP navigational computer 1 Windows 2000 Datalogger 16 CAT5 10/100 internal Ethernet ports The CINMS network contractor shall provide the following general services:  Regularly scheduled maintenance / troubleshooting of all above listed hardware.  Assist staff with hardware / software compatibility problems (specific to functionality - the contractor shall not be responsible for showing staff how to use software).  Physically respond to critical / emergency issues at the site within 24 hours or less, unless the issues can be handled remotely to the satisfaction of CINMS within the 24 hour period.  Reply to all phone or email correspondence within 24 hours during the normal business week.  Consult with NOAA IT personnel as needed regarding network connectivity.  Local Administration and troubleshooting of Microsoft Active Directory.  The contractor shall make bi-weekly, scheduled site visits to the Santa Barbara Harbor office to check network systems and address any minor hardware issues on individual workstations  NOAA Headquarters runs quarterly security and vulnerability scans on the Active Directory network at the CINMS main office. During quarterly scan cycles, the contractor will provide on-site mitigation assistance to site IT personnel for all discovered vulnerabilities. A checklist of vulnerabilities by IP address and any necessary software shall be supplied by NOAA. The contractor shall have a period of two weeks within each of the four scan cycles to complete all mitigation. Completion will be measured by negative scan results on final scans each quarter. Specific duties include:  Assuring operating systems have up to date critical updates and virus protection.  Configuring hardware for network access and compatibility.  Ensuring automatic network tape backups are functioning properly.  Diagnosing network errors and individual user login/access problems.  Diagnosing hardware problems (e.g., defective motherboard, bad memory, defective CD drives, etc.).  Diagnosing hardware / software compatibility issues.  Recommending hardware / software upgrades as necessary.  Responding to emergency calls (e.g., critical server or workstation crashes) and taking or recommending actions to resolve the situation.  Maintaining critical security and vulnerability updates to software and hardware. TRAVEL REQUIREMENTS: The Contractor shall make their own travel arrangements and shall pay for their own travel in accordance with the Federal Travel Regulations. All travel cost are the responsibility of the Contractor. INFORMATION FOR CONTRACTOR: NOAA may provide the Contractor with government-supplied and checked-out IT equipment as available. There are no benefits and the contractor is responsible for payroll taxes and insurance including medical. The contractor shall not be deemed a Federal employee for any purposes including the Federal Tort Claims Act and Federal Employee Compensation Act purposes.
