- Project consists of furnishing all tools, equipment, materials, labor and supervision necessary for supply and delivery to include downloading, of various size of concrete and steel pipe to be used as culverts for public use roads as follows:(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation Number 301818Q379 is being issued in a Request For Quotation (RFQ) format. (iii) This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26. (iv) This is a 100% Small Business Set Aside (SBSA) under Federal Acquisition Regulation (FAR) 19.502-2 only on condition that at least one responsible small business submits a responsive quote with a grand total price of less than the Simplified Acquisition Threshold. The North American Industrial Classification System (NAICS) code is 327332, Concrete Pipe Manufacturing, with a corresponding small business size standard of 500 employees. All bidders must disclose their appropriate size standard in the submitted quotation(s) in order for the quotation to be considered responsive to this solicitation. (v) Line Item 0001: Supply and Deliver 18 inch wide x 24 foot long Concrete Pipe (QTY 9). Pipe will be delivered in three eight- foot sections. Line Item 0002: Supply and Deliver 24 inch wide x 32 foot long Concrete Pipe (QTY 5). Pipe will be delivered in four eight-foot sections.Line Item 0003: Supply and Deliver 48 inch wide x 40 foot long Concrete Pipe (QTY 7). Pipe will be delivered in five eight-foot sections.Line Item 0004: Supply and Deliver 72 inch wide x 54 foot long Steel Pipe (QTY 2). Maximum size can be 72.5 inch wide x 56 foot long. (vi) MATERIAL SPECIFICATIONS REINFORCED CONCRETE PIPEA.Reinforced concrete pipe shall conform to the latest requirements of ASTM Specification C-76, C-506, or C-507, Class III or greater, and Missouri DOT Standard Specification Section 1026. B.Joint and gasket shall meet the requirements of ASTM C443 and C361. STEEL PIPEA.Pipe shall conform to AWWA C200, Standard for Steel Water Pipe 6 inches and larger, and be designed according to AWWA M-11, Steel Pipe - A guide for Design and Installation.B.Pipe shall have a minimum wall thickness of inch and be designed for a minimum of 150 psi working pressure.C.Pipe to be furnished in one continuous length.D.Protective Coating : Pipe shall be ooated using one of the methods in AWWA C200 and following the appropriate AWWA standard. Method chosen shall be submitted to the Government for approval.E.Pipe shall be cement mortar lined. INSTALLATION CONDITIONS All pipes will be used for road culverts with up to 36 inch of fill over the top. (vii) DELIVERY INSTRUCTIONSDelivery of Culvert and Steel Pipe shall be made F.O.B. Destination to the Mingo National Wildlife Refuge, Puxico, MO 63960. ATTN: Mr. Ben Mense, Refuge Manager, at (573) 222-3589. CONTRACTOR SHALL BE RESPONSIBLE FOR OFF LOADING ALL CONCRETE AND STEEL PIPE. (viii) The provision at FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition (FAR provisions and clauses are available for review at http://www.arnet.gov/far). (ix) Quotes will be evaluated and award will be made to the lowest responsive, responsible offeror submitting a fair and reasonable price and meeting the terms of this solicitation. (x) Each offeror shall complete, and include with its quotation, FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items. In lieu of submitting completed provision 52.212-3, offerors are encouraged to complete the on-line Representations and Certifications (ORCA) at www.orca.gov, citing NAICS 327332 for this solicitation. Failure to submit this provision, properly completed, may result in a non-responsive quotation. (xi) The FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) FAR clause 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items pertains as applicable to this acquisition. The following FAR clauses cited in the clause are applicable to this solicitation: 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-1, 52.225-13, 52.232-33, and 52.232-36.
