Description
Headquarters Air Education and Training Command (HQ AETC) requires DIACAP, SISSU and EITDR and related IA Support Consolidated Tasker Support. See attached performance work statement (PWS) and submit your quote to marcelo.buckley@randolph.af.mil no later than 3:00 pm (CST) on 15 Aug 2008. See below instructions to vendors. Please ensure that you submit the following award criteria requirements that will be used to evaluate your quote. VENDOR PROPOSAL TECHNICAL EVALUATION FOR DoD Information Certification and Accreditation Program (DIACAP) Support Lowest Price Technical Acceptable Evaluation August 1, 2008. Past Performance: 1.What is the vendor past performance record? 2.Have they accomplished work prior with the Air Force? 3.Have they accomplished DIACAP packages for DoD, if so how many and for whom? 4.Does the contractor have a company hierarchy that can be use to address program problems and produce results from upper management during contract performance? Demonstrate Technical Proficiency in the accomplishment of DIACAP packages: 1.Does the vendor exhibit a technical knowledge of governing DoD instructions and Air Force Instructions to be able to integrate and develop Certification and Accreditation packages. 2.Does the contractor show the ability to meet all DIACAP tasks and deliverables associated with Activities 1, 2, 3, and 4 listed in table 1.3 in the PWS? 3.Does the contractor exhibit the ability to document, archive and provide all necessary documentation to the government in an efficient manner? 4.Does the contractor show the ability to perform multiple system taskings and deliverables awarded under a single task order and process documentation simultaneously ensuring timetables are met during the period of performance? 5.Does the contractor show the ability to cooperate between the contractor and the system owner to ensure the appropriate EITDR, FISMA questions are answered and meet minimum solution requirements listed within the database? 6.Can the contractor meet the FISMA requirements memo and initiate it within 10 working days of task order delivery assignment and complete all requirements within 90 working days of initiation? 7.Will the contractor provide a post contract award meeting? Cost: 1.Although cost is important, other intangibles come into play concerning best value. Does the vendor have a capable workforce already within the company or will he have to go out and procure employees for this contract? 2.Is the company local so if problems arise quick meditation can be accomplished? 3.Does the contractor show the capability to determine size and complexity of each network system being tasked for the DIACAP proves and negotiated a fair and reasonable price for the government? Provide Documentation to Support DIACAP Knowledge: 1.Can the vendor provide previous examples of approved DIACAP packages? 2.Can the vendor provide knowledgeable employees that will be able to validate DIACAP packages and integrate the DIACAP process? 3.Can the contractor provide qualified replacement employment in a timely manner? 4.Can contracting personnel abide by the AF Certification and Accreditation (C&A) process by developing and maintaining documentation that meets or exceeds C&A and DoD Information Security requirements for system deliverables IAW DoD Information Assurance Certification and Accreditation Process (DIACAP), AFI 33-202? On Site Contractor: 1.Will the vendor on Site contractor have a thorough knowledge of Information Assurance to include provide technical guidance on the completion of DIACAP packages as they apply to AETC’s mission to Educate, Train and Recruit? 2.This is important as he/she may be on a team to recommend Information Assurance Controls to Program Managers as they transverse thru the DIACAP C&A process. 3.Will the contractor be able to provide employees that will qualify for security acceptance in accordance to government standards? Surplus Overflow 1.Can the vendor provide additional temporary help may be needed for short durations of time e.g. 30 to 90 days. 2.Does the vendor have a robust staff that could fill in meet the overflow requirements? 3.Can the Contractor provide labor, material and personnel with the experience and education necessary to complete the tasks listed herein? 4.Can the contractor provide periodic status update meetings and program reviews on a monthly basis, or as specified by the Contracting Officer (CO)? Security: 1.Does the vendor provide a Contractor’s Security Officer Representative? 2.Does the contractor show the ability to submit to AETC/A6OE a written/signed Site Visit Request Memorandum, to confirm each individual employee’s current security clearance? 3.Does the contractor proposal supply show that the vendor is familiar and can comply with Government Communication-Computer Security policies and instruction/guidelines? 4.Does the contracting proposal have the ability to comply with procedures concerning all classified materials and how they must be under the control of authorized government personnel at all times?
