- Background: The United States Geological Survey (USGS) is the Nation's largest civilian mapping agency. Executive Order 12906 calls for the establishment of the National Spatial Data Infrastructure (NSDI) defined as the technologies, policies, and people necessary to promote sharing of geospatial data throughout all levels of government, the private and non-profit sectors, and the academic community. Circular A-16 provides direction for federal agencies that produce, maintain or use spatial data either directly or indirectly in the fulfillment of their mission. This Circular established a coordinated approach to electronically develop the NSDI and established the Federal Geographic Data Committee (FGDC). The USGS has responsibility for the FGDC Secretariat Office. Presently, 13 National level organizations are considered stakeholder groups/members of the FGDC. Through the Fifty States Initiative FGDC has collaborated with 35 state level organizations to move forward on strategic and business planning for the advancement of the NSDI. Basic Requirement: The USGS, Geospatial Information Office, National Geospatial Programs Office, FGDC would like to contract services that would continue to support the Fifty States Initiative to generate strategic and business plans at the state level and foster new partnerships for the NSDI. A well-coordinated, concerted effort inclusive of the private sector, academia and all levels of government led by the FGDC, is needed to leverage resources, minimize redundancies and collaboratively solve problems to achieve the NSDI vision. Essential for achieving the objectives are a bottom-up approach and partnerships forged to achieve a common goal. Following this approach, the Fifty States Initiative has successfully reached 35 state level organizations. The Contactor shall use existing strategic and business planning materials, organize a fifty states kick off meeting/workshop, and mentor states and other entities on NSDI issues. The Contractor shall use an existing model of statewide coordination criteria to measure the progress of the Fifty States Initiative. The program office will provide existing planning materials and the coordination model. In addition, the Contractor shall investigate characteristics of an effective statewide coordination council/office and the activities that must be pursued by these groups to ensure their contributions are meaningful to the NSDI. Equally important, the contractor shall assist FGDC to develop a strategy and plan for broad implementation of the completed strategic and business plans in the states and in the Federal sector. Important General Requirements: This procurement anticipated to be a "Request for Quote" (RFQ) and is subject to the provision of the Federal Acquisition Regulations (FAR) Part 12, Acquisition of Commercial Items, and FAR Part 13.5, Test Program for Certain Commercial Items. The USGS requires a firm fixed priced commercial services contract. The Product Service Code is R499 and the North American Industrial Classification System (NAICS) code is 813920. All responsible sources that have a valid Dun & Bradstreet number and are registered in the Central Contractor Registration (CCR) may submit a quote that shall be considered by the agency. Offerors may register in CCR by going to http://www.ccr.gov. All potential offerors shall be prepared to provide certification and disclosure regarding payment to influence certain Federal Transactions as directed in FAR 52.203-11.
