Description

This is a notice of intent, not a request for a proposal. A solicitation document will not be issued and proposals will not be requested. The National Institute on Drug Abuse intends to negotiate, evaluate, and award a purchase order on a sole source basis to Siemens Medical Solutions USA, Inc., for a continuation of a maintenance agreement for an Allegra MRI Scanner. The period of performance is 12 months, with the option of up to 3 additional one-year option periods, and the place of performance is Baltimore, MD. The NIDA Intramural Research Program conducts human studies to investigate the neurobiological mechanisms of drug abuse and their interaction with cognitive and affective processes using functional MRI techniques. The NIDA is also dedicated to the development of advanced MRI techniques that are tailored to neuro-pharmacological studies. The Siemens scanner is a highly specialized proprietary machine with hardware and software. The acquisition is being conducted under simplified acquisition using FAR 12 procedures and is exempt from the requirements of FAR Part 6, Competition Requirement. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Comments to this announcement, referencing synopsis number NOI 604373 may be submitted to the NIDA, Station Support/Simplified Acquisition Branch, 31 Center Drive, Bldg 31, Room 1B59, Bethesda, MD 20892-2080, and Attention: Susan Nsangou, Contracting Officer.
