- The National Cancer Institute intends to negotiate a modification of Contract (N02-PC-64406 HHSN261200644006C ), “Development and Technical Services for the Applied Research Program,” on a sole source basis, with Westat, 1650 Research Boulevard, Rockville, MD 20850, to continue to conduct further evaluations and validations of the current web-based automated self-administered 24-hour recall (ASA24). The proposed project expands the current contract to include a large study of 1000 participants and a small feeding study of 30 participants for purposes of collecting data to compare a new software, a web-based automated self-administered 24-hour dietary recall, to a high quality interviewer-administered 24-hour recall. This is an expansion of studies and work already underway to cognitively test and design the ASA24 software. Westat is the only known source capable of providing the required continuity in research. Inherent duplication of cost to the Government and unacceptable delays in completing the project make competition unfeasible for this evaluation, given that the software is still under development and no other contractor has current knowledge of the web-services and database operations of the new ASA24 software to conduct this study efficiently. Under Authority: 41 U.S.C. 253(c)(1), as set forth in FAR 6.302-1, there is only one responsible source and no other supplies or services will satisfy agency requirements. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
