- The Fleet Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office, intends to solicit on a sole source basis, Forensics Source of Jacksonville, FL to acquire eight (8) Poli-Light Flare Plus system kits in support of the United States, Naval Criminal Investigative Service. The Poli-Light Flare Plus system kits will allow NCIS the ability to better meet the needs of its forensics unit. NCIS indicates their activitys forensic unit identified a need to procure eight portable complete system devices that would illuminate trace evidence, especially semen, saliva, blood or any other bodily fluid. I sought a device that would find even the smallest of trace evidence that the naked eye could not see. For example, hair, fibers, paint chips, footwear impressions and soil left by the suspect and/or victim. Additionally, there is a need for a device that would help the forensic consultant illuminate for the camera as well to get the best photograph for court purposes. The Navy intends to solicit for a Firm Fixed Priced contract. This procurement is a sole source acquisition with Forensics Source, under the authority of FAR 6.302-1. Forensic Source is the most appropriate provider of these supplies. Forensic Source provides the lowest cost available for a device of the type specified by NCIS. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. The applicable NAICS code for this requirement is 333314. Numbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement.. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
