Description
NASA/GRC intends to purchase the items from PPC Airfoils, LLC. Per FAR13.106-1(b)(1) Only one source and no other vendor can provide the Crystal Castings asthese castings must utilize the same proprietary equipment and procedures as the priorcastings to permit completion of a comprehensive database. The Government intends toacquire a commercial item using FAR Part 12. The NAICS Code for this procurement is 336412.NASA/GRC has a requirement for 6 each Master Melt and Molds and heat treatment meetingthe specifications as outlined below:Statement of Work:Item 1) Master melt for Item 2 to include: Quantity: 6 master melts Casting vendor shall supply sufficient master melt material for one mold (Item 2)of each alloy composition. C, B, and Y additions shall be included in single crystalcastings. See page 3 (Excel spreadsheet) for chemistry specifications. Best effort basis is acceptable on master melt production and on Y retention inslab castings.It is desirable that the major elements be within +/-0.25 wt pct of aims. Vendor shall provide analyzed chemistries of master melt ingots to NASA. Additions canbe made at the casting furnace to help achieve composition targets.Vendor shall provide any master melt remnants to NASA.All normal turbine engine hardware procedures shall be followed unless otherwisespecified above. Vendor shall be certified to ISO 9001:2000 and AS9100 to ensure goodcontrols and Aerospace Industry Quality. Item 2) Mold of Single Crystal Slab Castings to include: Quantity: 1 mold of each of six compositions (total of 6 molds)Mold shall be comprised of five slabs with dimensions of >0.27 thick x>2.5 wide x 6.0 long for 0.25-in diameter threaded machined specimens and five slabswith dimensions of >0.52 thick x >2.5 wide x 6.0 long for 0.50-in diameterthreaded machined specimens. Vendor must use best available practices to obtain single crystal castings withapproximate [001]-orientation parallel to the long axis of castings. Laue inspection ina minimum of one location shall be included and provided to NASA.Slabs shall be cast with IDs to identify position within the mold as well as toidentify composition. Slab IDs must start with number 57 and increase sequentially.Vendor must use best available practices in effort to obtain uniform Y retentionfrom top to bottom of castings. Analyzed Y levels shall be obtained from top and bottomof one 0.52-thick slab from each mold.Castings shall be cast in a high gradient setup. The goal of primary dendritearm spacing (PDAS) is 0.010 to 0.013 (area method), however no sample PDAS measurementsare desired because they consume too much material.All slabs shall be cast, grain etched, and radiographically inspected per normalspecification for turbine engine hardware. Grain map shall be supplied for each castingwhich is not defect-free. Radiography films shall be provided to NASA. No sample PDASmeasurements shall be performed. All normal turbine engine hardware procedures shall be followed unless otherwisespecified above. Vendor shall be certified to ISO 9001:2000 and AS9100 to ensure goodcontrols and Aerospace Industry Quality.Item 3) Batch Solution Heat Treatment of Single Crystal Slab Castings: Quantity: 1 batchHeat treatment of all slabs shall be performed in one batch. No slabs shall beretained in as-cast condition. The cycle that shall be employed for the batch is given below in the SolutionHeat Treatment Schedule.All time and temperature data obtained from load thermocouples during the actualheat treatment run (including heat ups and cool downs) shall be provided to NASA. Vendorshall process load to at least one platinum thermocouple.All normal turbine engine hardware procedures shall be followed unless otherwisespecified above. Vendor shall be certified to ISO 9001:2000 and AS9100 to ensure goodcontrols and Aerospace Industry Quality.Solution Heat Treatment Schedule1) Process load to a Platinum thermocouple(s).Pump furnace down to below one micron. Maintain 50 microns or less while heating at a constant rate to 1900F +/-15. Hold for 20mins. Backfill furnace with 400+/-50 microns of argon.2) Heat to 2250F +/-5F in 10 mins minimum.3) Heat to 2300F +/-5F in 20 mins minimum and hold for 30 mins minimum.4) Heat to 2310F +/-5F in 10 mins minimum and hold for 30 mins minimum.5) Heat to 2330F +/-5F in 60 mins minimum and hold for 30 mins minimum.6) Heat to 2355F +/-5F in 90 mins minimum and hold for 30 mins minimum.7) Heat to 2370F +/-3F in 60 mins minimum and hold for 30 mins minimum.8) Heat to 2390F +/-3F in 60 mins minimum and hold for 7 hrs minimum.9) Argon gas fan quench to below 2000F at a rate of 110F/minute minimum. 10) Argon gas fan quench to RT.Delivery Schedule:Delivery schedule is 16 weeks from the date of the NASA award.Interested organizations may submit their capabilities and qualifications to perform theeffort via email to to dawn.r.pottinger@nasa.gov not later than 4:30 p.m. local time on08/07/2008. Such capabilities/qualifications will be evaluated solely for the purpose ofdetermining whether or not to conduct this procurement on a competitive basis. Adetermination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
